Representations on the and we can only hope that ere long these Inland Waters may be open to the trade of foreign steainers in the real sense of the term. The two tow boats and four lighters for the direct service from Hongkong to Wuchow, ordered a year ago, are now about, ready to commence work. In addition to these, the Board has recently, in conjunction with the other Companies interested in the trade, ondered two stern wheel steamers, for the Canton and Wuchow service, of greater the boats now running -capacity than
on that line. With the removal of the restric tions I have referred to, these boats should do well; ០ considerable passenger traffic undoubtedly exists, and all we ask is to be allowed to engage in it on equal terms with our native competitors. Another grievance to be remedied, before we can be said to have fair play, is the one of differential duties, whereby the cargo carrying trade has been gradually, diverted frem steamers to junks, This is a matter which has several times been referred to at previous meetings, and although everything in the way of making representa tions that could be done has been done, things have gone from bad to worse: the only possible remedy would seem to be the fall duties by the Foreign Customs. Since la met, our vestittente in shares have further appreciated in value and would show considerable profit if realised at current market rates. 7.That in this colony the business of dealers in Arms is as compared with other forms of business carried on therein extraordin arily hampered and curtailed primarily through the provisions of the said Ordinance No. 8 of 1893 which so fetters and confines the said business as to deprive it of that freedom which is usually enjoyed by other forms of business in this colony and which your Petitioners submit it is the policy of the British Empire to ensure to its subjects..
8That one of the practical results of the provisions of section 6 of the said Ordinance No. 8 of 1895 is to debar your Petitioners from retailing any of their stock in trade within this colony, or its dependencies owing to the fact that all purchasers must possess a valid licence to carry or possess arms as more particularly stated in the said section and in consequence almost the sole form of business open to your Pection the costs in the export trade nection therewith.
