Mining pioneers would have to be guarded, on the Indian side by British troops, and on the China side by detachments from British gun boats. China should be amenable to the tem; porary use of forces used to establish a route by which she can be saved from partition.

Great interests are at stake: a stitch in time aaves nine. Britishers in China should promptly try to stir up the home government to make the preliminary mining explorations. If these show that a direct strategic route would pay commercially, Britishers may be secured in their rights. But if Russia be allowed to do minate this route, then the Yangisze Valley lies at her inercy.-China Gazette...
