THE CONGRESS ON TUBER.

While the national delegates are fighting at The Hague over the beat means of securing universal peace, an international conference of another description is sitting in Berlin discus sing a question which also deals with life and death. For our part we attach much more in- portance to the tuberculosis conference at Berlin than to the Peace Conference at The Hague. Count von Posadowsky, who opened the proceedings in connection with the former event, said it was comparable in importance to the conference at The Hague. He might have gone much farther than that, for while the Peace Conference is dealing with what is really a vision. ary question, and one on which it is impossiblefor nations to come to an amicable understanding the International Congress on the prevention and cure of, tuberculosis is concerned with a subject in connection with which it is to the interests of all nations to come to a mutual: understanding and to help each other. Besides tuberculosis has carried off many more victims than all the wars in creation, a fact which is in itself sufficient to make the discovery of a curo for this terrible disease of far greater import ance than

The United putting a Kingdom look the initiative in the matter of the Congress on tuberculosis and much excite ment was caused at home when medical men quoted statistics revealing the deadly ravages of the disease. Strange to say, however, the United Kingdom suffers inuch less than most other-countries. At the Congress it was pointed out that the actual death-tate in the United Kingdom from tuberculosis was 1.358 per million as against 4,000 in Russin, or, taking all lung diseases into consideration, 4,508 us against

5,000. If we consider a greater or less imortality than that represented by the figures quoted occurring all over the world, without cessation, day after day, month after month, and year after year, we may realise how deadly an enemy consumption, with its kindred diseases, is to mankind. The loss of life in wars is a mere bagatelle to the long roll of victims to lung diseases. As regards cities, Naples, Buenos Ayles and London enjoy the greatest degree of immunity from the disease, while the highest mortality occurs in Moscow, St. Petersburg Vicona and Budapest. The object of the Con- gress is. to find some means of 'combination, amongst civilized nations for the purpose of dealing with the disease and if possible stamping it out Several meetings bave been held already and the opinions ex pressed as to the cure of tuberculosis naturally differed, but all the speakers agreed as to the necessity for international combination if evil. humanity is to be delivered of this great It is well-known, even outside scientific circles, that Koch's tuberculin has been discredited after its failures to demonstrate the healing qualities claimed for it. At the Congress, how- ever, it found a warm. advocate in Dr. Breiger who declared that tuberculin had undoubtedly a strong healing power if the course of treat ment were persisted in long enough. Professor. Virchow, the eminent, Austrian savant, made soine interesting remarks. He said that the flesh of the part of cattle not actually affected with disease was in no sense dangerous as an article of food. On the other hand, the question of milk was much more serious, and a single cow could depopulate whole villages. Sterilizing milk was by no means an absolute protection. What supervision, if any, is exercised over the milk supply of Rangoon, and is there any examina tion held of the milch cows to discover whether they are healthy or are suffering from tuberculosis?-Rangoon Times.

THE PACIFIC COAST LUMBER TRADE.

It will be interesting to importers of lumber to note that the Pacific coast export lumber manufacturers have just consummated arrange ments which will make she price of this building material- much higher from now on than it has been for a long time past. The combine is composed of all of the pine lumber mill compuntes in British Columbla, Washington and Oregon, controlling the entire output of pine on the coast. Under the new schedule, lumber has been advanced about §: (gold) per 1000 feet, and the advance takes place at once. As a fact the combination was formed last November and its shrewd mathematicians have been hard at work ever since preparing the schedule which now has appeared in

The drafting committee of the arbitration committeo of the Peace Conference met to-day and continued the discussion of the arbitration schemes. The delegates not having received additional instructions from their governments, the committee adjoumeti until Friday without further progress.

At an adjourned meeting of the delegates, under the presidency of M. de Staal, this mom ing, it was resolved to furnish the newspapers with statements of the proceedings of the com mittecs, as well as of the plenary sittings.

The American delegates, to-night issued a manifesto to the effect that although the English proposals have been used as the basis of the arbitration discussion this does not mean the abandonment of the American plan, which will be presented by the Comite de Redaction, with their own draft, to the plenary sitting of the third commission and judged on il merits.

The discussion as to furnishing the news. papers, with abstracts of the proceedings deve loped a reumarkable scene, M. Bernier, head of the Belgian delegation, on rising to speak, addressed M. de Staal and in the most pointed manner said the publicity might as well begrant ed as certain documents had been published in the newspapers. "Some of these documents," he said, "were stolen, I have heard, from M. de Staal, but cannot believe this, feeling sure that the visitors to the Ouddoelen Hotel are all far too honest to stoop to that."

It is much to be doubted that the Transvaal Goverment will finally yield when the last chance comes. With the Boers it is a case of losing their independence by accepting the British terms or taking a chance of preserving it by a successful defense of their country. To give the Uitlanders the privileges they want is to permit the citizens of another country to rule, for the Uitlanders, in demanding all the rights of Boer citizenship, refuse to give up their former allegiance. They desire to be" denizens with citizens' suffrage. To open the country to such a class is to gradually fose the Government into the bands of the Queen's subjects. Naturally the Boers, who are quite as militant as were the carly plainsmen of America, prefer to fight.

They are by no means united for the test. The military strength of "Oom Paul's". followers is estimated at from 23,000 men, exclusive of their sympathizers in the Orange Free State and in the Cape Colony. Every city and every strategic point in the country has been fortified in the best possible manner, and the artillery service, both heavy and light, is superior to anything that Great Britain can bring against it. In resources of money, ammunition, food and knowledge of the country. the Boers want for nothing, and they have besides the inspiration of a just cause and the confidence born of frequent victories over the British. They are strengthened also by the reflection that the Liberal party in England, which believes in letting them alone, may again come into power if t

The combine has agreed to make the base price $10 per 1000 feet, subject to a rebate of S1, making the net price £9. · This is an ad- vance of $1 over the old rate, 88 having stood for a long time. From the inside it is learned that it is the purpose to "knock the rebate proposition as soon as possible without jarring the trade too much at once. The first break to be made will be to cut off fifty cents of the re- bate, and later, when the public is used to the new order of things, to cut off the other fifty cents bringing the net price up to the standard agreed upon of $10. A perusal of the schedule that different prices have been set for different widths and lengths, and is more in favour of the mills than any price list ever issued before.

As an example, the old list made one straight price for lengths from 16 to 40 feet, The new one makes the base price from 16 to 24 feet, and increases on lengths from 26 to 32 feet, fifty cents per too. Thus in the longer lengthe the advance is nearly $3 per 1000 where formerly It stood in the main on $8 per 1000. This is rated as the greatest.departure from all precedents in the lumber business that has taken place in late years.

While this affects the export business the question naturally arises, say Californian papers,How does the change, affect the local business? The local jobber is up against it too,In this trade prices were ad vanced $1 per 1000. There can be but one effect the retail prices will go pp.correspondingly, at once and contractor and builders will soon be figuring finer than they have been in the past, although then their margin for profit was very small.

If war comes those who count on an early British triumph will be widely at fault. Indeed, the struggle will likely be more of a war than that between China and Japan, Turkey and Greece or America and Spain, and to resemble in someofits vicissitudes our war with the Filipinos. VICTORIES WITHOUT RESULTS.

The fighting in Cavite province, a place which has been cleared before had the usual experiences and results. An attempt was made to flank and capture a large Filipino fores, but it failed as so many others have, done, the natives hiding in the underbrush after their resistante ceased and dodging their purs auers. Many of them, concealing their arms and their uniforms, even mingled with the Americans in the guise of "amigos," and slip- ped to the rear to resume, on occasion; their guerrilla tactics. 6o easily do the natives change from soldiers 10 civilians and back again that one of Aguinaldo's corps may pre- sent a most menacing front at sunrise, utterly vanish at noon and by might be in good fight- ing order again. It is in these respects that the campaigns against the Filipinos differ so sharply from those which, in other days, Otis and Lawton led successfully againet the Indians.
