This appeal to the Party to give up wild-cat-schienes and to endeavour to recover popularity and strength by concentm tion upon a policy that will appeal to all Liberals seems unexceptional is but in statement of a truism to say that until the Party recoups its losses it cannot hope to achieve its former predominance. Yet, like the predomin ant partner speech it seems to have created a good deal of hubub in Liberal circles. The very next day Sir William Harcourt, at a priv ate dinner to Welsh members of Parliament, denounced Lord Rosebery's suggestion that return should be made to the position of 1885. The Daily News, however, has the insight to see that Lard Rose bery was right, and the courage to declare that which it sees. His statement, says our contemporary, is calculated to destroy some illusions, and it respects no make-believes. Its truth, we imagine, is what is the matter with it."

LORD ROSEBURY'S TRIBUTE TO THE LATE LORD HERSCHELL.

He know not holidays, he served his country in season and out of season, not for honour and emolument, but for mere anxiety to serve the Empire in which he was born. I remember the last time I saw him. He came to speak 10 me about this negotitation in America to which he was proceeding. I asked him whether it would be a long business. He said "No" be hoped it would be over so as to enable him to return to England at the end of the year to be in time for the Venezuelan arbitration. That was Lord Herschell's idea of devoting his time, I cannot on this occasion, when I think of that dinner, help recalling to my mind-for I have so few opportunities of speaking the memory of that grent and exemplary public servant.
