only 57.025 inches fell in 1898, so that we' had very little more than half the amount of rain which fell in the previous year. When one remembers that a fall of one inch of rain means a hundred tons of water to the acre, some idea of the shortage in the rainfall last year may be gathered. But still, no amount of talking or compiling of statistics will bring min, and as the water question is growing to be so serious it is waste as much as possible. We believe that it is a great mistake to lay water on to Chinese houses in the city. The Chinese are too prodigal with this very necessary fluid and do not take proper steps to Taps are left uning prevent waste. or are allowed to get out of order and thousands of gallons of water are run to waste without anyone deriving any benefit from it. Of course it is a great convenience to have water laid on, but, at the same time it prevents a proper supervision being exercised over the taps and encourages waste. The system of standpipes at fre quent intervals in the streets appears to be much more economical, for with a self-acting tap there can be no waste and if the tap becomes out of order it is in full view of the Police and Sanitary Officers and can be reported in the proper quarter and repaired without delay. LOGAL AND GENERAL..

THE mortality statistics for the Colony of Hongkong for the week ended April 1st showed a death rate of 15.8, against 14% for the pre- vious week and 29.4 for the entresponding week last year. The rate for the sucededing week. was 23.8 against 31,7 for the corresponding last year.

AT the meeting of the Hongkong Sanitary Board this afternoon, returns for the quarter ended March 31st, submitted by M.F. Browne, Government Analyst showed that six samples of brandy, one of gin, twa of port wine, two of rum, and three of whisker were analysed and all found to be genuine with exception of one

Tue abstract of the accounts of Post Office telegraphs for the last financial year is issued with the Pariamentary paper. The net receipts were £3,039351. Unrentunerated services were performed for other public departments principally made up of salaries, amounted to to the amount of £41,371. - The expenditure, 23.378,841, thus showing an adverse balance of 6348,499.

In looking over the monthly water returns issued by the Water Authority, oho. fact appears to us to be rather curious and worthy of explanation. A reference to the figures will show that whereas the consump tion of water per head per day during last month in Hongkong was-15.5 gallons, in Kowloon it was only 6.8 gallons.
