On account of the endeavour on the part of the excheqler officials to collect a stamp duty on Chinese receipts and documents of a like nature, there has been quite a commotion in native circles, and the principal merchants of this city, constituting themselves as spakmens for their hamerous countrymen in humbler vacations, have petitionéd the Governor with a view suspending the law for the present if it canini he revoked. The mer- chant of Macao, as'everyone knows, has to eke out a pretty hard living. What with monoophies, and various kinds of taxes and the ever in creasing competion at cut throat rates.

SHANGHAI, March 28th. Before E. H. Burrows, Esq., Police Magistrate,

R. HOPKINS. Reginald George Hopkins, a young man was charged with the larceny of $1,000, at the in stance of the Hongkong police.

Captain Fattisson, Chief of the Local Police, spoke to receiving a telegram from Hongkong As a consequence of which he gave instructions for the arrest of prisoner.

Chief Inspector Howard deposed to going on board the Austrian mail steamer Maria Falerie when she arrived at the lower limits on

Monday. He at once recognised Hopkins as the man wanted, but no actual arrest was, made until the steamer arrived at the wharf at Hongkew. When the vessel was made fast to the wharf he instructed Detective Sergeant Wood to follow the prisoner on his landing and ask him certain questions. This was. done and satisfied him that the prisoner was the inan wanted. Frisoner was afterwards arrested and admitted that his name was Hop- kins.

Taking the fourth week of the month, we find that in 1857 the number of paupers in every 1,000 inhabitants was 48.6. In 1862 the figures rose as high as 34.3. By 1875 the percentage had dropped to 29.2 and only once since then has it exceeded 3b, viz. in 1879, when it was 31.1. Last December it was 22.8, the lowest on record. As a matter of fact, the number of paupers in receipt of relief in December, 1898, yas, notwithstanding the increase in popula tion, smaller in each week of that month than the number relieved in, the corresponding week in thirty two of the forty-one preceeding years, and it was also smaller than in some of the werks of two other of those years. The statistics dealing with the metropolis alone show that in the fourth week of December the number of paupers in every 1,000 of the in- in 1857, and with 48.t in 1869.
