Reylying to Mr.Havelock Wilson in the House of Commons yesterday, Mr. Ritchic said he was advised that, although the cubic space al lotted to Lascars on board the P and O. steam ship Australia was only 64 ft., instead of 72 ft., no obligation rested on the Board of Trade to prosecute in the case. He maintained that úq ft. for a Lascar was certainly no less than 72 ft for a European, (Loud laughter) Mr. Wilson's disposition to argue the case was repressed by the Speaker.

A SATISFACTORY RECRUITING

REPORT.

AN APPROACH TO RECORD FIGURES,

The annual report of the Inspector-General of Recaiting for 1898y issued on the 27th of Febuary shows that the total number of recruits enlisted for the regular army last year was 4029 With the exception of the year 11892, during which 41,559 men were raised, this is the largest number of recruits taken in any one year since the introduction of the short service system. At the counce- ment of the year the total, strength of the army

had reached 222.373, showing a net increase of was 212593 non-commissioned officers and men, and on December 31, 1898, the number 9,980 men during the year. This increase was not, however, entirely due to recruiting. Special inducements were offered to reservists to join the colours, of which 4,479 men availed themselves

The effective strength of the regular army was increased during the year by 9,980 non- commissioned officers and men, There was, however, a defense of 3,207 in the number of the First Class Army 'Reserve, and of 1,884 in

the minia strength. Considering the pro- sperous condition of the labour market, and the large demands of the Navy, the results of recruiting during the year may, adds the Inspector-General, be deemed satisfactory,
