Foreign Office, requesting that the negotiations between the Korean Government and a Russian- subject regarding the whaling industry should be settled in three days. The Russian Minister added that otherwise he would the Emperor in person and 'represent the matter to the Throne. It appears that the draft of agreement was made three weeks ago, and the negotiations were to be settled in five days.
