* THE NEW YEAR PIGS.
|
In Singapore Chinese New Year passed off very quietly-crackers always excepted there being less than half the reports usually made at the police stations, while those made were trifling. About a hundred persons were arrested for gambling, some of them in the streets. A mistake very prevalent among all classes is that the working of the gambling ordinance is suspended on Chinese New Year's Day, and the result is many arrests. These offenders have, however, been discharged.
MARITIME DANGERS.
The Sarawak Gazelle calls attention to the want of proper warnings for mariners sailing in the seas that neighbourhood. Thus, the island of Peling is a standing danger near Labuan. The island and rocks of Marundum, in Dutch territory, are almost as dangerous, The Rajah of Sarawak had vainly sought to place lights on these danger-points. But, the Sultan of Brunei would not hear of a
light on Pelong island. The Dutch Government would not allow of Marundum island being thus utilised by the Rajah. So matters stand.
·MASTER AND SERVANT IN SIAM. The Siamese Legislative Council has adopted a new law regulating the relations of master and servant. In its main tines the relationship will be formally made the same as in Europe, and the law is designed to prevent the pro- visions of the decree abolishing slavery, being evaded, as they practically are in a good many cases at present. A debtor finds some one who will take over his debt and, of course, his services at the same time, and he receives no wages. It is expected that the new law will receive the royal sanction und be issued at an early date.

MUD FLAT NORTH,
TIENTSIN, February 4th." My friend the "Knowing Man" met me the another day and I saw at once.by the twinkle in his eye that he knew something. He saw at once by the anticipatory glare în mine that I noticed it, and he lipped me a knowing wink, slapped me on the back with a "That's just it, old innn, by jove you've hit it; ta, ta!" That man was just down from Peking, and that is the news he gave me. Why all journalists de not go stark staring mad in this place I don't know. That they don't is just une more proof of the solid worth of British journalism, for thank Heavens! Such as there are of us here are British. What is going to happen when a Yank special comes along, ye little gods can tell. - You meet a man just down from Peking and you can tell at once when something really has been transpiring, and you permit your eye to lighten with relief. Fatal: He immediately concludes you know all about it and a good deal more, and is afraid, of giving himself away by revealing how very little he has himself discovered, and there you are, stranded without so much as a due until your ingenuity enables you to "play the game" on some one else and in the long run you are perhaps enabled to put two and two together. This is the son of thing i have been going in for all the week, as something has been kap- pening, and a rather big something too. In the long run 1. have found out pretty well what the matter is, but it is not expedient that everything should he stated at this period, Events have been following along the lines suggested in my last, however. H. E. Hu and Wafuin-pahare out of the railways, and Chang Yin Man and the ex-minister to lierlin, Hsu, reign in their stead with German interest applauding in the rear. I need hardly say that exception is being taken to the situation. Not only has Sir Claude notified the Tsungli Ya- | men, as telegraphed you the other day, that none of the British employers can be dismissed without his sanction, but he is objecting to Chang Yin Mao being, head man and bottle washer of the line. The reason of this is obvious. Chung as a prominent official of the Chinese Engineering and Mining Co., owners of the Tangshan Mines, has interests of his own which are likely to clash with the interests of the railway and mines pledged in security for British Capital, and he is obviously not the best mun to have in charge of the property so pledged. He is avowedly pro-German, and the interests of both Germans and the Mining Co. appear centred in the development of the new The sixth_instant_was' the 'eightieth anni-port, Ching-wan-tao. A THIEF CAPTURED.
A fortunate capture of a house-thief was the result of a lady's pluck at Singapore the other day. Mr. Darke was alone on the verandah of her house at Spottiswoode, about half past nine, when she was disturbed by a noise and on go- ing to see what it was, found a Chinese in the act of climbing over the gate leading to the verandah. She boldly seized the intruder by the wrists and, despite his struggles, held on till Captain Darke, who was in another part of the house, came to her assistance, and the thief, was secured. He will appear before the Court in due time.
