THE ANHUI REBELLION.

THE REDEL SUCCESSES

The following telegrams were received by local mandarins on the zist and zand inst From Nanking it is reported that the rebels in Anhui are now under the chief leadership of the ex-B. A Niu, and number nearly 8,000 good and serviceably-armed men. The recent defeats of the town militia of the cities in the vicinity of Kuyang and Shuchou, and the regular troops, have thrown a quantity of fire arms and aminunition into the hands of the rebels which make them now so much the more dangerous. At date of the dispatch of the above telegram (10th instant), the forces sent by Viceroy Liu and the Governor of Anhui to crush the rebellion had not arrived at either Kuyang, or Shuchou. The whole region in that vicinity is said to be held by the rebels in

n strong force, they having also been joined by several thou: Band famine refugees from suchou, North Kiangsu, It is further reported that, having eut of communication with the cities of Kuy ang and Wengehêng from the outside, the rebels are using every effort to prevent the rais ing of the siege of these two cities by the Im perial troops. From Hodan comes the report of the rising of insurgents in the district of Hsinyih, under a rebel chief named Hsieh, who is now gathering a strong band numbering 2000 men to cross into Anhui From Ngank ing, the capital of Anhui, it is, stated that the survivors of the Lungshan battalion, which suffered auch serious defeat on the totli instant before the walls of Ruyang, lave all joined the rebels to preserve themselves from massacre. (This, it will be remembered, was common thing in the Taiping Rebellion.) The troops now on their way to Kuyang and Shuchou consist of the divisions of Feng yang, North Anhui (4,000 men), and Hisu-chout, North Kiangsu (4,500 men), under the jurisdiction, respectively, of Governor Têng of Anhui and į Viceroy Lit of Kiangsu. On the zest instant Governor Têng dispatched to the scene of dis turbances extra troops consisting of two battalions of foreign-drilled infantry (1,000 men, two mountain batteries (150 men), and a squadron of cavalry (300 men).

Heari Brenier, the head of the French commercial mission to China, just issued, which, closes with the following: Although there are many French religious establisliments in China, the number of French commercial houses there is only ten altogether,"

The first use to which the privilege should be applied is the settlement of the Yu Mantzu trouble. I heard the other day that the head of the Catholic Mission in Peking lnd approached the Chinese Government-and expressed the willingness of the fission to sacrifice Father Fleury's life, if the sacrifice would conclude the trouble in Sezchuan and save the lives and property of others. I almost doubt the fact however. However noble the deed, the principle would be wrong.

The most ostentatious attempts to limit official squeezing are being made en paper, and Edicts are being frequently published professing to check this or that form of corruption. One of the latest was countermanding the subscrip tions of officials to the Treasury, on the ground that the large suins sent in could only he raised by squeezing, and the moral of that is etc, etc. But no one really heeds these Imperial announcements, as it is. 'fully recognised that as they issue from the Imperial press Her Majesty "winks the other eye." A pretty big squeeze came to light in the Falace precints, the other day, at which the Imperial eyes were perforce compelled to of the rice destribution to the Banneren, in a stop winking altogether. RAILWAYS IN CHINA.

We are informed (says the Nagasaki Press of January 23rd) that the Peking authorities are struction throughout the various Provinces, and now fully pledged to a policy of Railway.con- are doing all they can to influence the lesser to lend their aid in every way to protect the 'officials, who are scattered about the country, agents of the various syndicates in their pre- liminary survey and other work to what extent, is a very doubtful matter. It would have been a disappointing breach of the friendly relations just established be tween England and the United States, says the Globe, if one of the first results of American dominion in the Philippines had been the exclusion of our trade from the archipelago by differential duties. Some apprehension had begun to be felt in various quarters that this might happen. It is highly re-assuring, there fore, to have the distinct statement on the sub- fect which has been made by the American Secretary of State. Free imports are not, of course: going to be allowed in the Philippines. The same duties

We have had a snow fall.
