Mr. Barrett then spoke of Aguinaldo su terms of sympathy mingled with some respect. He knew Agfaaklo personally and had watched him very closely, but it was wrong to condemo him as so many had done. The lecturer would have no sympathy for him had 'be conspired against the United States, but he hail done really excellent work, organising an army of 30,000 men out of nothing, organising a government which had practically adminis tered the affairs of the country, and presiding over at patiament of 100 members who would compare very favourably with the Japanese Diet, conducted as it was with great decorun and formed of some of the most influential men in Manila. Mr. Barrett held that it would be far better for the United States to treat with these people than to provoke probably a guer, illa warfare which might cost hundreds of good lives, hvolve great waste of money, and perhaps make enemies of eight millions of people wham it would take a hundred years of kindness to win back.
With regard to future fiscal policy he saw no reason for immediate alarm, for the military occupation had not yet been concluded, and it would take a year to bring into action any legislative measure. Personally he favoured an open door in the Philippines, but if a tarif preferential in United States products were adopted it would not be so high as that which had been diguously maintained in favour of Spain and ruder which the trade with other countries lead assumed such vast proportions. Provided America, followed Great Britain if her colonial policy he did not think she would go far infray,
America as a guest Christian nation had am important duty to perform towards the Philip pings and she could not yer grant independence to them, she could not sell her trust, and she could not let them gu back into the hands of Spain. The news that the French Chamber of De- puties has adopted a Bill to increase the im port duties on Japanese silk goods has, greatly alarmet the weavers at Nishijls in Koyoto It is stated that the Minister for Agricul fure and Commerce has sent telegraphic ins
ructions to the Japanese Minister in Patis ordering hits to hoge a protest with the French Goversment against the measure. It is very doubifu! if the protest will have any effect, however, seeing that the Bill has airedly passed the Chamber of Deputies and it is very probable that the Franch Senate will approve it. Que of the vernacular papers urges that retaliatory measures should be taken in the interests of Kylo weavers, and higher duties imposed on French guns coming to Japan, *** This is, however, impossible, as France takes
much more than she sends to Japan, while in view of the most favoured-nation clause discriminatory duties can be imposed on French goods as such. Then, ngain, is it ex- actly the time to complain of other countries raising their tarifs when Japan has just been engaged in the same task?-K. Chronicle.

The Universal Gazette saj's that the Chinese authorities in Hangchow have decided, in addition to restoring their premises to its former condition, to pay to the Catholic Mission $3,000 compensation for damage to furniture Fustained from the recent gunpowder explosion. HELGIAN REQUEST KEFUSED. The Belgian Consul in Hankow, says the Universal Gazette, has communicated to the Taolai and Director General Sbing requesting the grant of a settlement in that port, but the Tadial and Director General have decided to refuse this on the ground that Belgian Commercial Interests are comparatively small there.
ENGINEERS FOR RUSSIA.
It is an open secret, says the Shanghai Daily Press, that several Engineers and Sur Veyors who are practising in this and other Coast ports have been approached by the Agents of the Russian Government to take service in the North; and we learn that some have accepted the liberal terms offered.
THE WHANG-POO RIVER.
Complaints are getting very general as to the rapid way in which certain portions of the reaches of the Whang poo River are silting up, and ships' captains and pilots alike are unani nous in expressing their opinion that some thing will have to be done very speedily to void this danger remaining longer than is necessary.

REVISED VANGTZE REGULATIONS,
A native despatch from Wahy states that the Tsungli Yumen had some time ago been requested by the Diplomatic Corps in Peking to revise the Yangtste Regulations. The Superintendent of Tinde for the Southern Ports has now received a set of ten new River Re- gulations from the Inspector General of Cus- toms which will come inte force on the 1st of April next,
FRENCH SCHOOL FOR TIENTSIN.--- The Sin Wanao, states that the French Consul in Tientsin has received a sum of 5,000 francs from the Foreign Office in Paris to found a French school in Tientsin for the Tho Consul training of Chinese students. has engaged a teacher and made the necessary arrangements and the school will shortly be number of students have opened. NEW REGIMENTS. -- A Wuching dispatch states that the high provincial authorities of Szechuan recently telegraphed Viceroy Chang asking for the len of three-of-his-disciplined regiments, trained by German officers last year, to assist in crosit- ing Yu Man-tre and his followers. As Viceroy Chang required these troops himself to quell | insurrections in his own provinces, this of course.could not be done, and so the next best thing that could be done was to ask Viɛerty Chung to raise three regiments for Szechuan in Wüchang, and this it is stated is about to
be done.
REPORTED FRENCH DESIGNS ON NEXOPO.
A native despatch states that on receipt of al report that several French inen-of-war have appeared outside Chiniai, the military officials of Chekiang ordered the commander-in-chief to despatch some troops to strengthen the defence at once. It is currently reported by the natives that the French having failed to obtain-a-srutlement of the Ningpo Joss House dispute may take Chinhai or Ningpo.

With reference to the junkmu in Nanbui forcibly rescuing their fellows in prism, the Universal Gazette says, that the magistrate, ander instructions from the Provincial Judge,, has issued a proclamation enjoining the people to return to their avocations, and if they com bine again to resist the authorities they will be shat down. The turbulent junkmen have dispersed but the magistrate has, petitioned
Thotat for permission to retain the twenty souliers that were seat there in order that any attempt to commit a similar violence could be checked.
THE "WOODCOCK" COMMISSIONED. Lieut. Commander 11. D. S. Watson, R.N., hoisted his pennant at nine o'clock on the morning of the 12th insi, on board H.M.S. Woodcock in presence of Capt. Cochran who represented the Reserve. Her crew consists of her commander, a doct (W. M. Keith), and twenty-four men. The vessel left Tungkadon a couple of hours afterwards and was heartily cheered by the Britishers on their several vessels. She is now moored off the Pootung Police hulk and is taking in coal and stores perparatory to receiving orders from the Comp minder-in-Chief. This is lieutenant Watson's maiden command.
