NOTES AND COMMENTS. We are always pleased to see a goodly number of warships in port and it is some considerable time since we had such a large force of British and foreign warvessels in the harbour as at present. We occasionally hear a growl from some misanthropist who com plains that the whole place is usurped by the Navy, but we hope that such persons are few and far between, and can assure them that

service on the 28th November, and died on the 2nd inst. The deceased, the Right Rev. Henry James Matthew, D.D., had been Bishop at Labora since 1888 and previously Archdeacon for ten years. He was born in 1837, educated at Trinity College, Cambridge and ordained in

1861.

OwING to a recent edict of the Empress Do- wager commanding the high provincial au- thorities at Wuchang, Nanking, Tientsin, and Soochow, to commence with all haste the manufacture of quick-firing field guns, ma. chine guns, and small-bore Mauser rifles, large orders will soon be given to foreign arms mer. chants for the necessary machinery. Although the arsenals at Tientsin, Wuchang, and Shang hai possess appliances for the manufacture of the above arms, they will have to make large additions to their works in order to supply the demand which the Empress Dowager at the instance of Jung Lu has made on them, the funds for which are to be provided by special authority by the Provincial Treasurers 'con

to depart for some portion of the globe where they would not be offended by the sight of aaral uniforms. The presence of a feet means a lot to Hongkong, and the removal of our naval headquarters to another port | could not be regarded as otherwise than a calamity. True, the ships bring us nothing in the way of merchandise, as do those of the mercantile marine, but it is what they take away from the place that pays Hong-cerned. kong and its population. The men must be fed, and in part they must have fresh provi- sions, and these are supplied by the localstore keepers. In addition to the regulation ship's fare, the various messes indulge in small luxuries, and, even on the lower deck, a con- siderable amount over and above the ordinary rations is consumed, all of which comes from Hongkong and means so much more in the pockets of the storekeepers. Putting the number of men at present in the fleet in port åt five thousand and allowing each say twenty five cents per day to spend on fresh provi sions (a very low estimate), we find that one thousand two hundred and fifty dollars finds its way ashore daily, or thirty seven thousand five hundred dollars per month.

The Trigenia is a trunk-turret oil boat of 1068 register with a carrying capacity of 2000 tons, having compound surface condensing engines of 900 indicated horse power, the boiler being of the ordinary marine type but fitted for the consumption of oil fuel. She was built by Messrs. Armstrong Whitworth & Co. this year and came out as far as Singapore using coal as fuel. At Singapore, one of the stations at which the Shell Transport and Trading Company have already established an installation, the Boilers were converted for use of the liquid fuel, and the bunkers were filled, A fresh supply was obtained af Kudak, Borneo, where the Company have acquired territory. more than 200 miles in extent, from which place she came up to Hongkong. The follow tag results were shown in the log för the whole trip from England, that where 14 to 15 tons of liquid fuel where required for a day's steaming at 10 knots per hour zo tons of Welsh or 23 coal would be needed, the actual consumption tons of Newcastle or 28 tons of Japanese in weight of liquid fuel in comparison to coal by reckoning the indicated horse power developed worked out that to obtain horse power it required 2.27 lb. of coal where. 1.07 lb of oil sufticed. This means that when Japanese, Indian or native coal is used it requires 2 tons of coal to do the sanic work as is done by 1 ton of liquid fuel and the stomga room required is in almost the same ratio, that is, the room occupied by tens of coil can hold 4 tons of oil. The time taken in converting the boilers was slightly over 24 hours this of course did not include the bunkers which had been capecially built for the purpose. It was thought that some difficulty would be experienced with the water required but it was found that the evaporators could easily meet the demand which amounted to approximately 7 tons per day, The thermal efficency was also roughly tested: and found to be most satisfactory as no heat was Cox, H. During the trip the officers and engineers were most assiduous in explaining the modus operandi, giving any information that was enquired for. Mr. L. Suidter the owner's representative was also on board and volun tecred the following interesting information that liquid fuel had been used for last. Bix or seven years by the Company with such satisfactory results that they intended equiping all their boats with ft. and that the supply was reckoned unox. haustible while the cost of production was cx.. cerdingly low as it came spontaneously from the borings and was conveyed to within a few miles of the coast by pipes, so that 1,500 tons enn be pumped into a vessel in about 2 hours, The price at present was only a few dollars more a ton than the cheapest Japanese coal but that its efficiency was more than 100 per cent, higher, that it was no new invention but had been severely tried in Russin and by the Great Eastern Railway for land service and on the Gaspian and the Volga for water transit, no coal being used at all. That the "lash point! quired by the Singapore Authorities was aco deg, and there was no trouble in getting it! as hight as 240 deg, to 260 deg, and that an ordnance was now being passed through the Legislative Council of Hongkong not to include this liquid fuel under the Petroleum Acts. That the Company were establishing Installations in all the principal ports between Suez and Yoko hama, and that the oil was not explosive for infianiable but required pulverizing before it would ignite

The Naval people were very pleased with the working but saw difficulties in the way, pa the Company's territory is under the flag of foreign nation and the cost in England, 5b3where good coal la cheap and the olf denrer, rist ölb

Some anxiety was also shown by these gentlemen concoming the danger of explosion and it is to be hoped that this in novation will not be nimost strangled in it infancy by grandmotherly solicitude the same as nechanical traction, electricity and other, useful inventions have been, and American, Continental and even Japanese, cities so allow, ed to boast that they are further advanced than England is
