NOTES AND COMMENTS:
So the sittings of the Peace Commission at Paris, have at length terminated and no European Power has though: fit to take the side of Spain against the United States in order to enforce a réduction of the American demands. Spain has protested against the terms of peace, saying that she has been forced to accept them by brute force, but we fail to see anything very much out of the common in this. It is usually brute force and nothing else which compells one nation to yield to another, and Spain, being the van- uished party could hardly expect to be treated otherwise than she has been by the United States. Had no force been used by the Americans there could have been no war and it seems to us to be puerile to grumble at your opponent exerting a force that you would be only too ready to use against him if you possessed it. Spain en- tered upon the war with her eyes open to its risks and it is useless to complain now when she has discovered her error.
But if Spain's troubles may be considered In be over for the time being it appears from the Speech of Mr. CHAMBERLAIN at "Wake- field, as reported by Reuter, that those of England and France are still to the fore. As yet we are without definite news as to the matter in dispute, only knowing that it is in sonte way connected with Egypt and the Nile basin but it is to he hoped that subse quent telegrams will throw a little additional light upon the situation. We have the satisfaction of knowing, however, that we are fully prepared for all eventualities and therefore cannot be caught unawares as might have been the case had our war pre parations 'been abandoned so soon as the evacuation of Fashoda by France had been decided upon. We have our fleet hald in readiness for instant mobilization and our land forces have all received detailed instruc. tions as to the positions they are to take up in the event of trouble arising and this is naturally the best means of ensuring peace.

No objection being raised on the point; an affidavit by Mr. Campkin was read by Consul Williams, as follows
Mads Dernch Julius Storm, said I was Acting Harbour Master at Wilchow on 7th July side of the Custen's House. I was on board The Dosing came in and anchored off the right the forcha, Sunshus. While there I heard somebody calling out of the Dosing When 1 went on board Captain Toulmin asked me why I didn't come before as the boy had at- him overboard. The Captain said that he was very sorry, that he had come to Wuchow, that it was very much against his will. Captain. Toulmin was a little bit excited. This occurred at a quarter past eight that morning. Captain Toulmin was not under the influence of drink at the time but he seemed ex- cited, Mr. Campkin was with me when I was on board the ship. About half past four I saw Cap- tain Toulmin collecting the nnnsfromthe native soldiers who were on board as passengers, and he also took note of the numbers of the rifles. In fact, he was disarming the soldiers. Cap tain Toulmin was safe and knew what he was, doing and he did not appear to under the in- fluence of drink. He was quite calm and col. lectca.
By Mr. Brutton-Campkin was standing by when the conversation in the morning accurred. I saw him slap his pocket and say that he would. take care of himself against the next one, or words to that effect:

Mr. Goodnow said that it was the duty of the Court to inform him of his rights in this matter and read regulation No. 16 which set forth that an accused was at liberty to give evidence on oath and that he could be cross- examined.
Captain Toulmin then proceeded with his story. He gave full details commencing from 16th June when he was asked by Captain Sher while he was away at Manila up to the time man to take charge of the vessel for a few tips
