past glory and what it must cost her people to see the last of her once great empire wrested from her, and that by a nation in its Infancy as compared with Spain. It Is hardly to be supposed that the Spaniards can look with eqnanimity on their decadence as a nation; feeling must be extremely bitter upon the subject and it may be that the Indemnity offered has been refused in order that should Spain even- tually rise again in the scale of nations and be in a position to attempt to regain her lost, possessions the fact that she is striving to obtain by force of arms the territory that she has sold and been paid for can never be cast in her teeth. In this manner the present apparently, suicidal policy of Spain may be possibly accounted
for.
If Spain is living in hopes of retrieving her lost position, her neighbour France cvidently has some kindred action in her mind's eye. We know that she has never ceased to mourn the loss of ALSACE and LORRAINE and that deep in the heart of every Frenchman lies a desire to retrieve the disasters of the Franco-Prussian war and demonstrate to the Powers of Europe that France is not so powerless ns her enemies would fain believe her to be. It is easy to understand such a national feeling; every Briton would small under defeat and long for the time when such a disgrace, could be honourably wiped out. France is passing through a, period of national disgust with her neighbours of Europe. Her blood leud with "Germany still smoulders, Russla
