THE NW SAÑIT=RY ORDINANCE,

May when lauo acing the proposed "Insanitary Pioperilen Ordinance, 1898 at the Council meeting on Tuciday fast said in the course of bis remarke" that perhaps no more important messore has ever been brought before the Council than this Bill," and having bad an opportunity of persong the propolet, Ordinance I am of opinion he was .perfecity Correct in making such a statement. In his subsequent semarks he shewed that be was thoroughly sequeluted with the details of the Ordinanc Is fich much morɑ, sợ than the official who draughtźd the Bill. This Ordinance, should it part the Council in its prevent form, will be most drasle in its operations, and will in very many cases depse-ixte some of the most valuable properties in the calony, io za extent not reallid by the promoters of the Ordinance or even by the usijalty of the owner of property to the, colony; la fict very many houses and shopsla the most important business focalities of the city will be obilerated together, and this without compensation of any kind being made to the owners of the property affected.

It must be remembered that all the ground in the colony was origially sold by Government at pubile actida vales, and under no specls! conditions. The buildings subrequently erected were built in accordance with the laws and egulations for the time being, so that li suy one I at fault for the present state of affairs it is the Government.

The proposed alterations and ́amendments in this new Odinance are exceedingly good la theory and would be very desirable li appiled to bosses created on ground purchased from the Crown after the passing of the Ordinance; as it Is, I have to bellation in saying it is preciically unworkable in some of fix pilacipal palate. For instance (among many others) take the large. block of houses on the south side of Jerrals Street and between that street and Queer's Road (and this is about the most valuable property In the cly aving been sold at the rate of about $34.00 square foot.) All these horsex are com-aratively ball in depth; they are two stories in height on the Jervols Street side; on- the top of these bautes there are other two storey bouses fronting Queen's Roid, the shop fronts of which are over the back of the Jervolk Street bouses. Should this Ordinance be passed and "an open area ferar bemide to the Jervois Street houses (which houses at the present ilma. cannot be used as " habitarlons" ander bye-law No 14 made under power invested in the Board by Section 13 of Ordinace 15 of 1894, and dated 17 h May, 1807) in accordance with -the provisions of this new Ordinance, I mean

During the last year, the Sanitary Board have considerably improved a very great number of Intantiary houses in the city, especially "back to back" houses, in a very quiet and tactful manner, by gelling owners to constract clear open areas at the back of their houses.
