NOTES AND COMMENTS: The question as to the disposition of the Chinese force which is to be raised by Major Bowza is now set at rest by the Reuter's telegram which we publish to-day which states that Lord LANSDOWNE has ordered the enrolment of a battalion of one thousand Chinese for service under British Officers at Wei-hal-wel. The new regiment will certainly be a cheap one, for a Chinese force can be paid and fed with considerably less expense than an English one and if their dress is modelled upon Chinese lines there can be little room for doubt but that it will be much less expensive than the crdinary British uniform. The
