I tried to persuade him that he was the hest-qualified man in the world to form an oplatan. because he must know his awn people better than any outsider, and as the choses leader of the Filipinos he mast ba better filled than others to judge what the people would be likely to do with their new coastliarion, Na, he would not say a word: we must wait till the Assembly itself would speak for itself.
Then I tried putting before him various post belles, various alternative solutions of the intricate and complicated problem now coming forward for salation. All I could get eat of bim was general expression of helplessness and Ignorance. This is a hard bing to say, but it is always a file and dangerous kindness to con- ceal the truth. He said definitely that he bad not made any investigation of the mabilarious forms of autonomy in regua in British India and Malayala, he said he knew nothing of their Inslations nor and be tied to make himself acquilated with such matters. He could not say whether the Filipinos were help to be sailfind, for instance, with an antonomy soch | As that of the State of Selanger, or Josore, be cause he did not know where those plides were and he had never heard of them. Aguinaldo sald that his own private opinion, apart from his official position, was in favour of some sort of Ameiltan protectorate; but that he thought the mass of the people, after fighting for liberty through all these years, in fact gen- erations and centuries, would be disappointed with anything less than absolute Independence, How at their disappointment might carry them, be declined to hezird an opinion, bat fenced the question by saying the Filipinos would never forget tuele debt of gratitude to the Americans, As to whether such professtons of undying gratitude were to amount to anything tangible, any visible practical effect, anything solid he declined to say. RICE RIOTS AT SHAOSHING..

I wrote you several days ago referring to the unrest of the weaple in these parts, more especially caused by the high price of rice and with a lot of squeezing and oppression from his other provistons, ler a Chinamin will pot up

The people returned from the Yamen, however, and com menced an attack upon the rice-shop. Where. upon soldiers were sent for, but the Toughs of the crawd atlacked some of the soldiers, bandling them pretty roughly, the Captain or Licalensnt getting his clothes torn badly, and some say he was wounded slightly. Several arrests were made before the people quieted down. One man who was supposed to have assaulted the Captala was severely beaten. It was then decided to serve rice to a who held tickets, and they were admitted one by one, being closely scrutinized at the same time, to see if any could be recog nized as the leaders of the outbreak. Just at the end of the distribution, the very man who bad assaulted the Captata came to with his ticket as bold as a lon. He was recognized, and at once hauled eff chelned and put la pile" son, and it is not known what his fate has been. The man who was mistaken for him being released, but we don't bear of any compensation heing made to the poor fellow! Ness in At a place, somewhere outside this city, three wealthy familles had agreed to Kyun rice, l.c. to sell it cheaply to the people. As soon as the latter entered the court, all but two were dismissed, and the soldiers then hustled all the rest of the crowd out the Yamen and dispersed them saying the Magistrate would selle the case for them. The court being clear of the country peeple, the two men that were delxiced were then severely beaten, and other whe heavily dealt with. What the laque will be one cannot tell.
