A FARCICAL GOVERNMENT.

THE HONGKONG TELEGRAPH, THURSDAY, SEPTEMBER 8, 1898.

1.0. Well what am I do?

LO. I'm only I can't help you more. Good day!

I. P. (On leaving)-Well I'm dud !, (This is known as " Encnsrøgement to would. be planters.")~~Z, X. K. In Singapore Free Pris.

RELATIONS BETWEEN CHINA AND JAPAN.

As was to be foreseen by anybody acquelated with the previous career of the party concerned in Sarawak, Labuan, and other places, the new arrangement which virtually placed Mr. E. P. Goertiz nominally second, but really first la the Government, has not proved a conspicuous

Japan has sincerely accepted western princi. success, Well educated ant of charming address, ples of civilisation and international Jaw. China be in unlvully distrusted, · His closest friend

may rely in fotoro on the anxious care with does not know when he may not receive a sudden #backhander; and this is the more obvious because he "rung "the Governor, who shares with him a almilar reputation.

Mist of as here bave come out to North Borneo for commricial reatani-perhaps it fa Wrong say "ment," as I think the officials osinamber us, but at all events a good number of us have. We look upon the Government as, a necessary Frangement to keep order and encourage tradej nai x clique of men to whom governing and regulating is the great end of existence. Mr. Cowl Imsell; during his violi, admitted that the commercial aspect of the matter was too much lest sight of, in the pasalon. for playing at governing which seems to oppress the entire officiel bet.. This is especially policembic as gards the labour question. A coolle, however ha 1bly record, has only to ap. peal to the Protector or x Magħtrate to be at once treated as an ill-aved Asiatic. Maiters would wat be so bad if the "Gavernment "had sufficient resources to carry out I's own laws. We get a Magistrate-and that, sometimes, a letally "green" young geaileman—to visit the River | estates race in six weeks. Bat if during the time which clapses between visits a coole is

struck, or any infringement of the unworkable laws occurs, the planter is the man to suffer. I am not an advocate for injustice or cruelty. In any way. But if the officials who so gĺibly accept the coolie es in lanocent would just try the control of soms oo or 600 coalies for a month, with a probibiiton of any resort to force ́or cerpasal punishment, they would alter their tune in quick time. No doubt in the early days there were cases of real cruelty, which when delected were properly punished. But, with the present class of men as managers and assistants, It is perfectly well known that this seldom or never occors. The present Protector (though we doall agree with all his decisions) has some keowledge of he matter, and at least sifis com plaints carefully, understanding some of the queer liegos spoken by the Chinese tilbes. But when we get a young gentleman whose Malay even is haling, the feathers fly !

Amongst other matters in which we out- alders abject is they everlasting desire evinced by the called "Government N lo infilct fresh xx or duties, It does not seem to strike a wise administrators that the one thing to encourage Chinese Immigration would be to make the landing place free ports" such a Hongkong or Slag pore: and that the influx of population and fis tax-paying powers would very soon coup the loss on rice and othe articles of colle consumption. They might tax luxuries sexsonably enough. But the coolle soon learns that rice costs more in Borneo, and he fights shy accordingly. The plain fxci Is that te Company is trying to run the Terri tory In the same way as the Imperial Govern ment "can" most of our Colonies in the early days-forgetful of the fact that the latter bad always money enough bebled It, taxes or no taxes, until the infant could run by Vielf.

They fought with one another, but kept one dynasty on the throne, all through the time when the Crims, the Autonines, the Merov- inglans, the Carlowings, the Bourbons, the Normans, Plaatsgenels, and Hanoverians, ruled in Europe. They have not had internal caurer then sufficient to acconst for the warlike spirit they evince at the present time, and which they have shown during the period of the two- swerdet Samural and the famous Rosins,

In accounting for this, it is necessary to revert to the old nomadic life of Northern Asia, where the Japanese as we know from their language must once have itved. There they first practised the art of war xnd learned to think that an investon by a foreign Power must be revenged by a counter invasion.

My own opinion is that the following are the principal causes of the ill success (dividend-wise) of the Company :-

(1) Extravagant expenditure, say $100,000 (or over) on useless war expedilɔns.

(1) A Government which markedly ignores be commercial aspect of affairs and prefers playing at Bossing everyiling, no matter who lores. A Government moreover which does not keep its promises.

(3) An unworkable code of laws, with six or eight men to do the work performed in a Colony by fo or 20

(4) An absolute want of the simplest means of rapid communication. About 10 steam launches (some of large size) would be required to do the work necessity. In place of tale, large sums *ie squandered in bling launches, and this in terferes largely with local enterprise.

(5) Injudicious taxation for's place where it is most desirable to attract people by better terms than they can get elsewhere.

(6) More encouragement to people willing to put money into ventures. A short time ago a friend of mine wished to take up some land for planting-well, no matter what.” So be called on the Land Officer and something like this

to the Alnos. The cause was in the civilization of western Asia. Under the spell of this ine fiuence the Japanese like the Chinese before they reached the lands they cow cccupy bad acquired the knowledge of many useful arts. We cannot omit this fecior to discusstog the origin of the national characteristics of the Japanese

To attempt to explain the Japanese character from the effect of island life.solely is not satis- factory. The British frbertes have had an effect la the formation of the English character, because they have been a nursery for the mer- canilla navy and the mercantile navy has bene- fited the Royal Davy. But the Japanese have been content through many ages to xvold | foreign trade. They have now found out their | mistake and the fisheries and the life of exposure to stomy weather which they lead, may operate as a concurring cause to forming a body of able vesmen who will maintain the credit of the Japanese navy,

The remark may be added here that the Japanese vocabulary points to old race con- nections which will prova of great interest to the Intending Planter :-I've been looking round | bistorien of the Japanese For Instance the and I have decided to take up-acres for and word for three, mots, is the same with the word wille to my people at home.
