We thus have three possible champions of Spain presumably willing to lend their aid in ousting the Americans, and all of whom would be only too delighted should It be possible to obtain the islands or a portion of them for themselves. Germany wants a coaling station, France probably requires the same and anything more that she can get, while it cannot for a moment be doubted that Russia would willingly grab the whole archipelago should a favourable opportunity offer. In the mean time, the Americans are in possession and. feeling in the United States Is grawing to be, more and more la favour of the Islands being permanently retained as a part of the spoils of war. We have not as yet been informed that the terms of peace have been framed by the United States Government and it is only too pro bable that the present talk of possible opposition and European control, coupled with the protests of Spain, may lead to the terms of peace being much more sweeping in their demands than was at first supposed.

NOTES AND COMMENTS.

The Philippine qeestion is undergoing yet another phase and history is repeating fiselt. According to Reuter, Spain is raising the contention that the surrender of Manila is invalid on account of its being subsequent to the signature of the treaty of peace. In 1762, Manila was captured by the British, and in this instance also the capture was effected after the cessa. tion of hostilities between the two countries had been decided upon, and the town was handed back to the Spaniards some ten months afterwards as arranged by the Treaty of Parla, all claim to the large ransom demanded for Its release being waived. It is therefore only too probable that Spain considers she has a precedent upon which she can fall back in order to substantiate her contention that the sur- render of Manila was invalid.

What will be the result of Spain's con- tention it is difficult to say, but it will not be at all surprising if some of the European Powers suddenly discover that Spain has badly treated in the matter and proceed to intervene, not from disinterested motives, but in order to assure themselves of obtaining their fair share of the Philippine
