FATAL COLLISION IN YOKOHAMA HARBOUR.

We learn from a despatch to the Hlogo News that a collision occurred in the harbour of Yokohama this afternoon (19th) between the Canadian Pacific launch and a cargo boat. Miss Simons, & miselovary, was killed and Miss Allen, also a missionary, was slightly injured,

Miss Simons was a member of the American Methodist Episcopal Church Mission at Yoko. hama and was probably eliber on her way to the steamer to meet a friend or returning to the shore when this deplorable accident occurred.— Kode Herald.

SIAM AND France.

WARM DIPLOMATIC CORRESPONDENCE,

BANGKOK, July 21st. If a bomb-sheli has been dropped in the French Legation on Monday last, and an infer- Del machine exploded in the Stamets Foreign Office, the effect would simply have been fat compared with that produced among the officials to those establishments by the articles on Siam | and France which appeared in your issue of July zath. All those who were in the "know" 1aw at once that somebody had had access to secret Siamese documents; and everyoso awaited with breathless anxiety the appearance of the papers which are supposed to be the_month- plece of the Sismore and the French. The

Bangkok Times published all your articles wlihoot a single word of comment; but the Frie Prinz was so much taken abick uppa- rently that is columnes were a howling wilder- ness for two days. It was only on Wednesday night, that it had the nerve to reproduce your articles on which it commented editorially in a well written, diplomatic leader, the tone of which presented a strong costrast to that of the usual run of Free Preis editorials.

"The strangest part of the business," it saya, "the fact that offil Siamese documents bare come somehow or other foto the possession of outsiders, and have been communicated to the Preis. There can be no doubt whatever that a grave indiscretion has been committed either by the officials of the Foreign Office or by the members of the French Legation—unless of

course the documents have been stolen, in which case it is clear that they must have been - carelessly kopt." ~

E

A you will probably quots elsewhere this, the first edlia lal pronouncement Bangkok paper on the articles which you published, I shall say no more of Eave to polat out that it confirms in a striking manrer the truth of every statement I have made. The complete silence of the Bangko

· Times and the Slam Observer, given oven a stronger confirmation. High Slamesa personages have been approached by both these fast men- Hooed papers; but they said that they could not discuss the maiter at all; could not say a word about it.

On the morning of july 19th M. Defrance the French Minister plenipotentiary, wrote to Prince Devawongre calling bir attention to the fact that quotations from efficial decuments had appeared in the Strolis Timas, and charging the officials of the Foreign Office with having allowed outsiders to see those documenta. The Filace bolly denied the accusation, but he is st present conducting a vigorous inquiry. Tho French Milter is doing the same.

This Hule lacident has not tended to smooth the path of the negotiations which are being condocted at rrerent between the French and the Siamese on (1) Long Phrabang; (3) Proté question; and (3) as kellomètre an50. In fact, things have got so gled that there may be a erious quarrel at any moment I have read all the correspondence that has passed so far between M. Defiance and Prince Deva- wongle; and the only camment I can make is to ask why did they open these megotiations? There is at the slightest sige of telding DO elber alde, and the letters brcome warmer In tone every day. it was at the specialrequest of the French Minister that these negoitations were commenced; and I cannot see his object la makiaz such a request unless he wanted to keep the sore open and bis young, men busy. I so, he has certainly succeeded in both objcm:1vellously. In order to "keep bis hair on the Siamese Minister waltes to the French Mtaliter in the language of perfidious Alblon; and though there is a Belgian fisver about it, it la generally speaking very good English. The French diplomatist's notes are undoubtedly very polite and incluira y but Place Devawongue has a bad habit of wax- ing sarcastic. M. Defrance spoke for instance in one of bis, letters about the Lastians being detained prisoners of war lo Stato, contesty to the laws of humanity and the rights of pations."

to bis reply Pilnca Devawongae played with that phrase like a bull with a red "blaser." Ha repeated it four times and always in a highly sarcastic manner. It was an odd phrase of course, but so is the language of diplomacy. Ruasi only wants to advance the interests of humanity by seling Chinese ports; mod Amer ira is simply swelling with benevolence when she lays bands on the Philppiace. The Siamese must accustom themselves to language of this set.- Stroffs Times Cor.

ENGLAND AND TRE UNITED

STATES.

At an Anglo American dinner recently held at the Holel Cecil, London, and at which most of the leading American realdents and 'many English pollitcal, literary and other notable people were present some sĺgalûcant speeches were made. The following comments of the London newspapers will be of interest.

The Dolly Telegraph says: Nothing sald by the speakers could offend the susceptibilities of coatluentl

nations, but there was evidença througants of the friendsbl, which has grown so rapidly and that it will not end in mere verbal protestations of mutual respect and affection, It would be a mistake to force an alliance balore the time he ripe, but there is an infinity of good In caltivating these sentiments of kleship which are the forca neis of formal alliances.

The following la ter from the British Foreign Office to a merchant to England has been klodly forwarded to as for publication, and wa consider that it once for all sotiles the question As to the notice that will be given before the Tariffs will come into operation. FOREIGN OFFICE.

June 22nd, 1998, GENTLEMEN,—With reference to your fatter. of the rgth fast. I am directed by the MARQUIS OF SALISBURY to inform you that the Japaces Government bayo undertaken to give stx months' notice of the date for bringing the new Tariff ander the Treaties with Föreiga Powers lato operation, As soon as such notice is given the fact will be duly notified la this country. The Treaty between Japan and Austria-Hungary has not yet been railfied, and though the length of notice stipulated in that Treaty is only one month, it is improbable that advantage can be taken of that provision owing 10 uncertainty as to the date of eventual ratifica tion.

It la understood that the Japanese General Tariff will not become operativa natil the Con- ventional Tariff is also atroduced.-Kobr Chronicis.

please explain.

You have to pay for the privilege of living under the Chartered Co, and "like the "Artful Dodger" have veŊy often to xak yourself wheza the privilega come in.. Here is a case lo polot. A sago manufacturer in Labuan recently fell out with his Agents in Slagapore, to whom he owed the sum of $4 100. The Agents took out was mos la the Sloganore Court and obtained judgment, the costs for which, cluding the attendance of a Solleitor, amounted to some- thing under £44 (or little more than 1 per cent) The Labuan man would not pay, so it became necessary to put the case into the hands of a |wyer there. To have obtained a judgment in Labuan-for-34-100 would bave cost close upon 180 or nearly 43 pez cest, witout including any fee for the lawyer, which would not have

been silowed by the Court.

In Singapore the case was heard by a lawyer, trained in the taking and siling of evidence, In Labuan, had it come baföra the Court, it would have been heard by some one trained in nothing very particular, posa bly by the Ex- Adjutant of the Police force, whose raising s 10 Adjatant and a Judge had been gained as 14th Officer on the P. & O. steamer Pakín. Had the same case been heard la North Bornee, It would probably have come before the Medical Attendant of the Defendant, or possibly the Editor of the B. N. B. Herald. The Laboao lawyer, knowing the paziles and not wishing to throw goed money after bzd, settled this parti. calar care at a sacrifice out of court, conclusion of the whole maiter is that to have your little monetary differences settled by a lawyer.lo Singapore, including professione! 25- sistance costs I per cent ; to have them settled in North Borneo or Labuan by an EX- Police Adjutant and P. &-0. Officer, a Doctor or an Editor costs, without professional ar- ssistance, 43 per cent, of the amount in dispute.

The

This seminds me of another case. Not very long ago, in Labuis, a syce was sent message by bis mintress (als malter being absent in North Borneo.) Willst on bis errand tent, the syce fell loai of a Sikh Policeman and punched his head; he was in dus course baled before the Police Magistrate, who is also Treasurer, Coroner, Inspector of Farms and Nuluancej, &c, &c, &c. The syce pleaded what amounted to justification, and asked that the cine might be a journed until he could obtain the professional assistance of his Master (who is duly authorised to plead in the Courts of Labuan, but who, as I have said was lemporarily absent in North Borneo) the Magistrate refused his request. The Sergt. of Police gave evidenco that the man was of bad character, and he Was fiood 850, or the maximum term of impilion- ment, falx months. The man went to jail. In due course the the Master returned, paid the fins and got his servant out, and then entered an appeal to the Resident, H. E, the Governor was then Acting as Resident also, and the appeal came before him.

There is a section in the ladian Prozedure

Code, which is in force in Labuan, which directs that every accused parton may of right de defended by a plander" The refusal to allow this right to the sycs was one of the grounds of appeal H.E. ruled that this only applied if ■ | Pleader happened at that Ume to be in Labuan, and not if the objaining of ene would occasion delay; the effect of which ruling is that If you sto s resident in Norib Boraco or Labuan you may be tried for your life by a Doctor or an Adjutant of Polles who has been to 128,” and

happens at the time to be in the place. The Dodger would certainly have enquired "where are my privileges,"

Another reason of appeal was that evidence as to character had been allowed with a view to fuczcasing the punishment. The Indian Evi desce Act li in force in Labaan and Bec, 52, I think it is, directs that evidence of bad character cannot be given unless good character has been set up in defence. The syce never set up a good character, but the Sergeant el Police was allowed to give evidence that he was a bad one, This too was ovenuled by H. E. as well as other reasons, and sentence was confirmed. What the men's real, character was may bo gathered from the fact that his master paid his fine, that he has been in his sevice for about two years and is still no, and bas had his wages recently raised.
