THE HONGKONG TELEGRAPH, TUESDAY, AUGUST 2, 1898.
WATER POLO LEAGUE,
OFFICIAL TABLE OF RESULTS TO DATE, July 31, 1898.
A HOLIDAY PICNIC,
The plenie organlied by the Wesleyan Army and Navy Rooms yesterday proved an unques. ilonably remaskabte 'success. The party con. sisted of nearly three hundred persons, Tommy
V.R.C. Na... Atklos predom nating, and no lên than ikree
da. No, large launches were employed as transparts, Kar Na There was great delay in starting, occasioned no doubt by the large tore up and it was not till 3.30 p.m. ibat ibe over-axed launches left the whari for Sibley, one going through Lyeman and the others taking the western soute.
The pletarerque beauty of the coast and headlands could be seen to excellent advantage. Arrived at their destination the occupations of the parly were vailed. Some rambled about the place, going up and down date, some took up shided spot to escape the intense heat and others disported themselves in the bilay. It was dell clously or horribly hat, according to the lastes of the persons affected. Doo gasped "How beastly bat; another breathed contendedly "How delightfully warm i But allowing for all taries and constituilons, the average oplatan was "Hat By Jave is hot "
However, it should be remembered that Stanley is a historical place in the sanals of Hongkong (or was here that the garrison was fiesta faned when this Colony was ceded to Britals. A lage area strewn with broken bricks is all that remains of a barrack that had been leested on a hill and which had been vacated and pulled down an account of the unhealthy cilmade conditons of the place, froof of this ls provided in a little cemetery at the stope of the hil where the remains of about a hundred persons of the 98th Regiment are interred. The tombstones are, we reg et to say in a more or less dilapidated condition (they having been Iafd a far back as 1843) and the writing car only be deciphered with great difficulty and we hope that the authorl.les will not neglect to put them in good condition..
Tes was prepared on a small platean to the rear of the Police Station and bere the paily re- asserabled later on. There was a superabundant supply of jam.larly, pisa and “what nots" for the ioner man. After doing full Jastice to the treat a photograph was taken of those present and, then a retical was made to the launches which left Stanley homeward bound about 8 p.m. On the whole it was a very enjoyable outing and the organisers deserve every credit and encour agement in providing for the enlightenment of the inevitable monotony in a soldier's life.

。
Yet noother of the world's greatest state/mén has been gathered to his fathers, in the person of Prince Bismarck, who died at Friedricharah at 11 o'clock ou Saturday night, at the advanced age of 83. Place Bismarck was not merely a statesman, but virtually the founder of the Ger- man Empire and as such be will be mourned, not by his nationals alone, bot by the world at large. By the establishment of the Triple Alliance he did more than any one man has ever done towards preserving the peace of Europe, and to bls wise counsels is in great measure due, the Freact flourishing state of the German Empire, for whose service the best years of his long life has bica given.
To few of us is given the power and the privi. lege of leaving "footprints on the sends of time," but to the Iron Chancellor has this been granted, and the foolprints left by him aro of such a character that they can never be obliterated. Germany has lost a noble son whom she 'can rever replace, and the nations monin with her

Prussia gava kis consent to the acceptance of the crown by the prince only as the bend of the Hoheng-llen family, and not as an act of the Government, A few days later the withdrawal a'the prince's candidature was announced ; hui in spite of his, France declared war against Prosale, and the campaign began, the lastar Power receiving great assistance from the troops seal into the field by the King of Bivscia and the Dukes of Baden and Würtemberg. This is not the place to record the complete ancccuses of the German armies. Count Blamarck accom- panied the King throughout the campsige, and after the capitolation of Paste he dictated the terms of peace, which were adopted by the Assembly then sitting at Bardeaux. He suc- ceeded in unlting Germany, and on January 18, 1871, he had the satisfaction of seeing King William of Prosila crowned Emperor of Ger- many in the Palace of the French kings, at Versailles. In the same month he was 10- painted by his Impariai master Chancellor of the German Empire, and in the following Match raised to the tank of Prince. In September of the same year he was present at the memorable meeting of the Cuman and Austilan emperors at Gaileln.

The Chairman sald-Gentlemen, before pro- ceeding with the basiner of the meciling i destre to mention that the Secretary received a aplo this morning stating that owing to indispostiion our Chalimin is unable to preside. I am sure you will all been, with regret that Mr. Bolillos is was in the chair to-day. The report and accounts having now been in your hands for several days, I propose that, in acco dance with the usual castem they be taken as read. At out is: meeting a wish was expressed that the Company should adopt a somewha! firmer allude in dealing with the native opposi tion on the river. Your Directors had at that time already in contemplation the adoption of some such measures an those suzgested and were glad to have an expresalon of oplaton from the meeting which strengthened them to their resolve. The measures adopted have naturally had the effect of diminishing the earnings of our steamers, consequently your Directors thick ti prudent. In view of cratingencies, to recom. mend the payment of a divided somewhat smaller than the usual one and to husband one inces by carrying forward abs tantial sum to next half-year's accounts. With regard to the unfortunate colliston beiween the Powan and Kwangles which I mentioned at our last meeting. I regret that snch slow progress has been made towards a settlement The matter is still occuping our Law Coaris, bul I think it due to shareholders to say that with the view of araiding heavy legal expenses, an effat was made by your Board to settle the question of damages micably before litigation commenced The Judgment in the case is exactly in accord with the terms upon which we affered to come to selements. That a judgment was appested against hy this owners of the Kwangise bus was affimed by the Court of Appeal and considering the carefully worded decision and the numerous cases clied therein by aer learned judges and the circumscheme for the nuification of Germany. Pro- stances connected with the collision, it is highly Improbable that the appeal to the Privy Council with which we are now threatened with succeed. The loss is one essentially appertaining to Insurance and such proportion as may not be recoverable under our Policies will, as stated in the report, be charged to the depreciation and Insurance lund.. When last we mot I said that the Board In corjancilos with the other. Com pantry interested in the trade would shortly be considering the question of building for the West
River and as you will have observed in the accounts, beglazing in that direction has been made by the order of two low- boats and for lighters These are for the direct line from Hongkong and the Company's Interest in them is one-third. No stops towards ordering larger steamers for the line from Can. toa la Wachew have been taken pending settle then't of the question of routes and places of call Hitherta we have been at a disadvantage on this live by being bound down to one particular route and to certain places of cell, whereas our Competitors the Chinese Companies are allowed to take any route they choose and to call where they like. The only remark called for is con >pection with our faveatments ir that the item of Loans or Mortgage has decreased by About $10,000 and our Investments in Shares Increased by a similes amount. Batare proposing the adoption of the report and accounts I shall be pleased to anwer any questions in connection therewith which shareholders may wish to put.

vicces and kingdoms were at once annexed. The ten town of Frankfort received a Prussian garrison in sple of the indignant protests of the population; Hanover was incorporated in the Germanic Confederation; and at the close of the year 1866 Count Blemarck succeeded in conclad- ing with Bavaria, Baden, and Wartemberg treaties of percs and of alliance offensive and defensive, with a proviso that in the event of war the King of Prusals should have the chief military com mand. In 1867 Count Bismarck organised the North German Confederation, which comprised twenty-two States, representing a population of 19,000,000. The King of Prussia was at the head of this powerful Confederation, and a Federal Council composed of delegates of the different States was established, together with Dist or common Parliament, the members of which were elected by universal suffrage. The new Federal consiltuiton_was adopted by the Pruislan Chambers in June, and came into operation on the tal of the following mouth, Count Blumark receiving as the reward of bis services the post of Chancellor of the Confedera tion and President of the Federal Council, The Luxemborg question now gave rise to serious differences between the Prassion and French Goreipments, and Count Bismarck strenuously opposed the projected cession of that province by Holland to France. Eventually the dispate was settled by the Luxemburg territory being neutralized, and the fortresses dismantled. After this both Powers declared keir intention to be paclic, but nevertheless they both fecreased their already bloated armaments.
