AMERICAN INTERESTS IN CHINA.

AMERICAN TRADE KECOND ONLY TO THAT

OF ENGLAND.

Hugh O'Beirne, second secretary of the British ember at Washington city, has made report to the British foreign office on the extant of commerce between the United States and Chlon. The report is opportune to the recent movements of European powers, particularly Great Britalo, Gumahy and Russia, toward obtalulng territorial and commercial advantages

in China.

Mr. O'Beline dass not deal with the political phases which have made the Chinese question loremast topic ia European discussion, but his teport tends to bring out that the Ualted States has large commercial Interests in Chion and that she is no less fatorested than the European powers in the advancements made upon Chloa. The report shows that The volume of Walted Stes trad: in Chios representa minre than one-seventh of the entire trade of the empire. It is so per cent. greater than the trade of Gamany with Chlox and CTRES next to the trade of Great Britain. The increase in American trade has been golog on rapidly within the last 10 years, and this Increase has been entirely on the side of American goods, ear ex ors increasing while Chloeses Imports were decreasing.

He is the

By far the most valuable branch of the tarde is that in collon goods. Mr. O'Beirn' showed the importance of the Chlauss market før Walted Slater cotton cloth, Last year Cblox took $7,180,000 out of a total expoit of $17,281.000 or almost balf of all American cotton cloths shipped bond.

Chinnie, especially thate of Minchosis, prefer the American Belils and sheetings, as they are heavier. The prest bulk of these cations are bipped from the New England mills to New York and then via the Satz canal. But there has been a remarkable facrease recently of ship. ments from the west, by way of San Francisco and Puget Sound Chatlowing, Mr. O'Beine *** There is every reason to think that the effective opening of the interior provinces to for ign commerce will be followed by a great expansion of the Chinese demand for teselgn co'too, in which the Amerlain exporters will have a very large latetest. The masses of the Chinese pepala'lon, clad almost exclusively in cotton cloth, ffer a pracileally unlimited market for cation goods."

The export of Amerkan kerosene oli to China ranks second in Importance to that of cotton goods. Mr. O'Beirne' says the Russian off the only serious foreign competitor with which the American product has to reckon. In 1896 Chin took 33,00,000 gallons, of Americaa oll, as The agatost 28,000,000 of the Russian all. American kerosene is sloped in cans almost whelly from New York and Philadelphia, via the Suez canal, while the Rossien is sent largely In balk, in tank steamships.

Mr. O'Deira: shows also the tncreasing value of American trade in wheat flour, fron and steel, and rattroad matcalls. He says the Cbliese recognize the superiority of the American floor over their owo, roughly cleaned product. The Industrial activity of China and the building of rallroads will secure to American 'makers a large proporifes of the contracts for steel rails, locomallyes etc. He remarks that the fron and steel industry is ont in which the United States have shown their ability to compsis with all rivals.

In particular, Mr. O'Beline points out the Imperiance of Chinese trade upon the develop ments of Pacific coast states. He says "It must be noted that the Pacific states, though at present taking Hate part in the business, are perhaps more concerned in its ultimate develop. ment than any other section of the country. Those later are pussessed of enormous astoral resources, and their manufactures, while still of minor importance, are computed to have quadrupled In 20 years. They should in the chure of time find an advantageous market la the far cast, and the Chloese demand most exercise a great Influence on their eventual desclasman. The Factic seapor's have already begun to feel the benefit of the China trade, Exchange

GERMANY AND THE POWER 5., | LEGAL INTELLIGENCE.

VIENT LES PLUI FORTS.

A recent issue of the Fadipendonci Belge contains an interes log appreciation of how the Spanlab-Amalces war is likely to affect the poklon of Germany smɔng the Powers. It is wrlied by the Bulla correspondent of that Journal, who asks: In favour of which helii- gerent does rublic feeling to Gumany pro.

nounce itself? There is of course aficial mentre. lity, but that is only a formality demanded by the situation. And silil this neutrality of Ger- many was declared tardily enough, la a tratton to suggest soose bargaining with Spain. German sympathier then were in favour of the peninsala rom the first ramog's of the war. Way thự from friendship, quite disinterested and chival

ons, xx that which urges-perhaps in too devons fashion--a large p ́rt of the French press, to express hopes for the success of the nation of the Latin race? One neet not suppose that. Another less noble vratiment must be taken foto account. The aggression on the part of Germany against the Carolines is not a rastier of asclant history, por is it forgotten. It was debat to colonial Hey practired by Bismarck. fi did not succeed, thanki to the courageous aullade adopted by the Spaniards who were capported by Europe. The German flag, which was already dating over Spanish Islands, had to he hauled down.

The United States, ander better pretexts in the eyes of the civilised world, ate attemptleg an analagous expedition. It de but natural therefore that Germans should not look pleas antly on others who are on the point of succeed. log where they themselves were baffled ; and it iss very humane feellag which prompts sym pathy for a future victim that one has not been able to exploțt oneself. For sincere cordiality one weed not took in the German sympathy for Spain, any mare, than for a great regard for Justice. One bas learned experience from the | affale of Crete,

;

'AN EVOLUTION OF OPINION. On the formal declaration of war German sentiment was distinctly adverse in America. The #ggression of the Tinited States was de- nounced, and their army was the object of crlit cism and raillery. Trae & le not like the Otto- man army scoff by the co-operation of Prussian officers, and perkas at the opening of conl'ci people will believed in a serious resistanc' on the part of Spain or in the Intervention of the Powers.

Bat from the moment that these beliefs were destroyed, optolon here hegan, to poderro un volation. It will be necesis y to reckon with a new Power walch, when peres te signed, will still preserve militant, if not miliary, atil'ude, By the possible annexation of the Philippines the Western Repablic enters the Zarepan Concert to the Esst, and that at the very moment when Germany is asserting herself in China and is commencing to play ber part'as a maritime and coloulal nation.

Prince Hey is charged, it is sald, with demanding the Philippiner or at least with areventing their definitve occupation by the Americans, that pozlilon being evidently inken ap only in order to be able to demand some compensation later on.

German opinion turned from Spain as 1000 ES it was considered lost. And all the more lx this so, as a possible alliance between France and what will remain of Spain is speken of the former to receive the Balearic islands as security. Sath a combination will not re-establish the Spaniards in the favons of Germany. Here then is America éhtered lo decisivo fashion into the Concert of the Grast Powers. Not being able to suppress It, Germany gives America cordial welcome. The strong appreciate one another, without troubling about act of excessive politeness.

THE NEW NAVAL LEAGUE. On the other hand the general altaiton in Edrops appears to be on the era of certain dinlematic changer. The Triple Alliance like everythin eise will not fast for ever. There will come a time when it will have completed Its | life an it has fulfilled lis avawed objset-mala- tenance of peace. If the troubles in Italy become aggravated, and there results a possible change of regime, Italy will throw herself into the arms of France to which she is bound by many ificities and many interests. Again Austris, s prey to interval divisions, sifi! hidden but known The British North Borso Herald of the xatto everyone, usight on the death of the old instant states that the principal island of the Emperor become a sort of new "sick man " with which it would no longer bo prudent to be Salu group is in a disturbed condition. The

too closely allied, Spaniards have never succeeded in Imposing anything but a milliary occupation there; and even that has been confined to the town self The Sultan, who recently went on a pilgrimage to Meccs, is accused of designs against the roke of Spain. It v ladisputable that the natives are watching with interest the progress of the Insurrection at Manila, and openly avow their sympathy with the revalationary paity in the Pilippines. The Spanish authorities to Salu discourage be emigration of Islanders A few weeks ago some employers in British North Borneo sent an agent to Sulu to engage patives for Sandakan. The agent was properly accredited and was personally treated by the setboilties with sil conlesy, But he was Informed that if he attempted to leave the town, he would be arrested ; and that, If he induced any usiives or even Chinese to come in for the purpose of engaging them. selves to labour elsewhere, their departure would be strictly probibited. The authorities adretired they were quite satisfied that the agent only wanted labour colles, so that to forbld their embarkation for Sandakan seems to have been an unnecessary mes.ure. The theory, of course, was that they might Jalus an invading force; but the Spanish authorities know that this is bat a (riflng danger,

A COLLAPSING TOWN.

At Ambayne, says the Sourabaya Couroni, #backs of earthquake continue to be fill A

On the other hand Mr. Chamberlain is un- doubtedly pursuing a real end other than leiling off fireworks and astonishing opinion by his words. If he has given an unexpected fare to his manifesto, it is none the less clear that he has definite intentions, which the position of Premier will enable him to realite. The advances he has made to Germany have been repulsed in Berlin by the Government Press, but with 100 much indignation for it to be quite sincers. One musi make oneself valued and desired, ona met show to England-which recently denounced et treaty of commerce that one is not so quickly captivated,

But, after all, is it impollic for German Gov. ernments to consider the league of the Nava! Powers as tensible in a fatura more or less near? For Germany will have her fleet, as she hasbad her army. In place of the wall of steel stretch- tag from the Baltic to Sielly, there will be made iing of Iron surreanding the whole globe and fonclog op the oceans. There you have a gran dlore conception well salted to explore a deral- nating spil: les that of Willem II.

One foresees the obrations. But do pot Austria and Rasila by their recent treaty, that has been too eagerly denied not to be real, give Germany some authority for liberat lng beriell a little? The evolution will take place gradually. The new sillance of England, Germany, the United States, and Japan will be consiliated, without enthusiasm perhaps, but by

■ community of general interests. Dissensions will be spaediiy smoothed away, As for Ger meay which is stil gold, but no longer hostlic, to America, it will come back sily to il ordinary fashion of appreciating facts. And

series of shocks well nigh destroyed the town a these may be summed up in the cry: "Long few months ago. Since then shocky, mostlyyn the most powerful "

It apprated from the opacing of plaintiff's Ceangel that Mr. J. R. Michael contracted with defendant for the building of eight houses si Kennydy Road at $58,000, the platnilif being Mr. Michael's Engineer: Work was to hiva com- menced on ret June and four of the houses were to be completed in February next and the re malader in Jare, 1899. The contract wa signed by both parties." M: Dinby when the boliding was to commence, told delendant to| begin with four hounes first, which the after refused to do and did not carry out the contract. Mr. Danby then wrote | defendant neverzi times 10 return the 2240. plans and specifications of the buildings, at the ama t'me declaring that the contract was nult and vold and that a new one was being arranged with manther contractor to halld the houses and that defendant would be liable to whatever exponses were incurred by Mr. Michael. The defendant refused to return the plans, etc., and Mr. Daoby wrote that if on persisted to keeping them he would have to pay $100 for coples to he made. With regard to the plans in question the contract stated that they should be returned to Mr. Danby on completion of the contract. Mr. Danby, Counsel rald, was prepared to give evidence that it was the defendant himself who first suggested that four basses should be built before the others. Mr. Gedge contended that Mr. Danby had no right to sun and that Mr. Michael, the principal, was the only pers: to do so.

The Paine Judge said that he was inclined to think that under the contract Mr. Danby was the only person to sue. Sabject to argument, be considered that the contract was improperly varled. However, he could not see what good the plans would do the defendant for ho could always get them in case of an action. He thought it was tare a care of obstinacy on the part of the defendant and asked the repre

sentatives of both parties whether they could

not come to an strangement.

Ultimately it was agreed by the contending pariles that the plans should be returned to plaintiff and the enrclfications to be retained by defendant, each viðs to pay lix owa coste,
