STRAINED RELATIONS—SERIOUS OUTLOOK.

(From a Correspondent.) The greatest excitement relges in Slamere official circles in Bangkok, on account of the alleged conduct of M. Moatmitione', a member of the French Legallon. Under the French- Siamese Convention of 1891, all Lecilana in Siamese territory must be allowed and even assisted, by the Slamore Government to cross to the 1:fi bank of the Mekong. In the Watane district, owing to high water in the Mekong, Caravan of Luoliens under Franch guidance quit Stamen soll every year. This year they were inperintended by M. LONDON, June 27th, The Indian Lain Bill has been read a third Ilme in the House of Commons.,

In the House of Commons last night S Michael Hicks Bach moved resolution to remit the loan of £798,000 advanced to Egypt for the Soudan expedition la 1897. In dolog so the Chancellor of the Exchequer referred to the eminent success of that expedition. Trade and Industry, he said, had been regained and provinces are recovering slowly bu surely. The advance to Khartoum, be said, might be far more serious than anything yot done la the Soudan, hat Sie Herpest Kitchener and the forces Dader bim were prepared for all eventolitfes A larger force of Belist troops will be employed than ever before in that region. The Egyptian Array had enormously improved mod the Dervishes were disheartened. The Government does not articl; are the retention of a large Blth force for a long time at Khartoum, nefther do they contemplate undertaking farther opera- tions on a large scale or measures involving: considerable expense for the recovery of the provinces South of Khartoum, bat they anticipate that the gunboat Flo lilia will make expeditions to free the Nile's waterissy from any Interference with the commerce of the laterlor. The Govern- ment believe that by establishing friendly rela- flens between the Administration which will be formed at Khartoum and the tribes Southward. it will be possible to open the region in a manner confering the greatest possible benefit upon Egypt and Great Britain. The estimated cost of the advance an Khartoum is £750,000 which will be borne by Egypt. The motion was adopted by one hundred and filly five against eighty-one votes.

LONDON June 27th, Admiral Camara has been ordered to proceed to Sora. It is reported that arrangements have been made for enillers to meet the squadron in the Red Sea and elsewhere. Commodore Wat 101 has been appointed to the command of the American Squadron which is going to Spala. The iquadron consists of three Ironclads, and four craliers, ikize colilers accompanylog.

The Americans are now landing the last batches of troops and supplies at Jurgus, but more are coming from America. The magul tude of the task is begloning to be understood, for the defences of Santigo are so strong and elaborately placed that it is believed more Artillery will be required. Hitherto the fighting has been mere outpost skirmishes. The Spaniards are probably retreating by order.

which those routes passed. In no country in the world was there so admirable system of water ways by which in the cheapest' ma Ber· gards could be transported to and from any Kwing-al South of the Yang-11 there were over 11,000, ol Chinese, el whom quite one-hall received their supplies of British goods from Hoogkong. To the province of Kwangtung, of which Hongkong was the door, there were over 30 millions of the smartest business men in Chins. The merchant class of Cantonese would ball British rule over Kwan- tung in order to be free from the Injustice and exactions of the Chiness official. The Jand of the south of Chios was able to support much larger population than it did at present. After describing the agricultural products of the valley of the West River, and referring to some detail to the products of the roll, Mr Wenyon alluded to the vast coalfields in the south of China, and afterwards remarked that the stores of antimony, tin, lead, quleksliver, gaid, lean, and copper found in the south in various regions were for the most part scarcely touched. To develop the country he had described (bey must Best secore greater facilhies of transport. The Chinaman was, perhaps, the most expart

In smuggler the world, and had good reason to be, for many goods could not possibly be sold if they paid all the charges leviable by the Refs farmers. There bad been a remedy for these evils, however, luce 1858 Under the treaty of Tientsin any British subject at his option could, after import doty had been pa'd, secure, on payment of a Further half daty, a cerilicate which, in the words of the tresty, "shall exempt the goods from all farther inland charges whatsoever." In 18,6 the Chi-fu Convention secured for the Chi- nexe subject the same sights. Many pioneers al British trade and Chinese merchants bad sought In vain to use the remedy in the south of Chink, bat patil quite recently tbess treaties had been a dead letter in the south, Having discussed some of the difficulties and dangers in con. nexion with the working of the transit pas at present, Mr. Wenyon said that the British Go- vernment should endeavour to secure the bolliton of Him and likin stations by con senting to submit to a higher duty on Imports at the port of entry and on experts at the port of export. British merchants should alts at securing the same tights of residence in the interior as those accorded to missionarles, and they should be allowed to jola the Chinese la any bastners enterprise in the Interior. The Chinese official saw in the foreigner a barrier to "squeezing." The country could not bare It resource developel unt!! Chinese property was safer. The country was infested with pirates, who were often soldiers by day and rob hers by night, and the men on the war fanks were often in league with pirates, or ware pirates themselves. In the development of British trade the pushing of business must be done on the spot by men who had studied the commer- cfal or middle-class Chinese. In machinery there was great room for expansion of trade: Manufacturers should try to send out the exact qualities of goods asked for by their agents in Chins, and not a superior article. To find out what new things the Chinese had and wanted they requlied enterprising young men with energy enough to learn Chiness and the nativo peculiarities of the Chinaman, Ac- other class wanted were staders with email capi tal who were compelled to travel farther afield in order to secure larger profits, French Infils ance was being pushed to the very vicinity of Hongkong. They had heard a great deal about German competion in the south of China. After eliminating one or two British firms tha German firms together did far more buginets in British goods than all the other British Arms. If Biliish trade was to be developed they mast guard the trade they had already required ; it was being seriously threatened all along the cont of the extreme south. The British did not want a monopoly, but a fair chance of com- petition. (Cheers.)

In the House of Commons last night the Hon. G. N. Carron, in replying to a question said that the Admiral at Hongkong considered that four men-of-war at Manila were sufficient to protect British Interest, but he had been authorised to reinforce the ships there it necessary."-

HONGKONG PHILIPPINOS.

-Private letters from Hongkong lately received to Singapore, whose substance is translated below, announce that the chief superintending officer (chef delegd of the Spanish Navy at Hongkong, commissioned by bis Government for the purpose, has just had a conference with the Philippine residents will resident at Hongkong..

The object of this conference may be given in these terms im

Seeing that a probable peace is rapidly approaching in the affiles of Spela and the alied States, and since the Spaniards have been defeated in the Philloptoes, they would pay the ledemalty that the United States would prescribe to them; or, otherwise, they would agres to cede the Island of Cabs to the Americans provided that the latter did not take: possession of the Philippines.

Thus then the Spaniards would hold on to the Philippines while the Americans would have the land of Cuba,

Therefore," he said, "when we shall be in possession of the Philippines, we would desim that the antagonisms of the present time abould be forgotten on both sides, and, that hato and sepulsions should disappear, for we are ready to grant the advantages and the reforms that the Philippino people desire. What then do the Philippines desise in the way of advantages or of reforma?"

The persons to whom this question was put replied as follows

We expect nothing more from Spain, for as regards baietelf, the is unable to give to herself what she seinally needs. What then can she give to the Pallippines ?

We have demanded the expulsion of the Friars from our country, but Spain has replied to as that this was absolutely impossible, because these persons were the sole means of union ibat | attached the Philippines to the Metropolis She has repeatedly promised to us to smellorate the state of the country by liberal seforme, but every time we have been the victims of the oppression and tyranny of her efficials.
