So much interest attaches in the lastractions to colonial Governors on the subject of ballige-

tent cruisers, which are a corollasy to the Home Froclamation of Nestrality, that it is worth while recalling the precise phraseology of the order promulgated by the British Government to this connexion during the American Civil War. The document of 1861 lays it down

(1) If any prize captured by a ship of war of either of the belligerent Fowers shall be brought by the captors within her Majesty's jurisdicilon notice shall be given by the Governor to the captors Immediately to depart and remove such prize.

pleasure. He beld the past formerly for about two years, but made himself so un-popular with the o her Chinese officials by suppressing iqueezes and leadily refusing to condone Integumililer, that they raised an agitation against him and obtained his diamigal.

When he left the

aliway the foreign employees gave him a very: bandsome expression of their regard in the form of an address, a compliment very rarely paid up here to Chinese Officials. What are the precise reasons for his reappointment I de not know, but whatever they are it is very satisfactory to find the Government deliberately restoring a man to office whom they know to be boucat. It looks as if the prejudice against up- righiness was a trifle less bigotted than before.

ANOTHER ENCOURAGING SIGN

is the fact that at least oe and possibly more of the competitors for Chulin rack at the late metropolitan exams was a Christian and I am old that this ti tmost the first time ibat any soch rank has been attalsable by followers of the barbarious creed.

YET ANOTHER ENCOURAGING ITON, in the number of New Schools being opened. They are better than nothing, but what Chlor wants in systematized and universal education. The country in sipe for it, and the people are hungry for it, as the voluntary establishment of these schools, chiefly for some branch of Western learsing, proves. All that is wanted Is for the Government to engage a sufficient number el foreigners to organize the things and the money would be forthcoming readily enough. By education and education alone cin Chios But even how the day possibly be saved. grows old.

JAPAN HAS DEMANDED

as an offset to the receat Shari riot a distinct Japanese Seulement at that and all the other now Treaty Ports; also Tls 105,000 compen- axilon; the punishment of the ringleaders, and a guarantee from China of better behaviour in fotore These demands donat amount to mach, with the exception of the ledemalty, as Japan has previously held out for separate settlements in all the paris, and us for the arrest of the logleaders, and China' guarantle, wo know what they are worth.

OUR CUSTOMS FOLKS

are all agog with hope and fear re the news from Shanghal about the increase in the Customs pay, as nothing is yet cfficially known here. Rul I believe that for once Shanghai has given as something better than a buader, and great is the rejoicing thereat,

I WAS RIGHT!

The mysterious document found on or in the Great Wall was Marco Polo's Will, and it is not bad reading either. Curious that even then the City of Beling Keng bad such incorrect time, and that it should never bara recovered from the complaint.
