It was decided to wait and see if new points could be salted with which to re-open the case. PREMATURE PUBLICATION OF REUTER'S POLITICAL TELKORAMS.

A breach of the provialean of Ordinance No. 14 of 1894 having been committed by the China Maff and Daily Prass by publishing Reuter's telegram in advance of the time pres- bed, some correspondence had ensued with the editors of those Jauregia on the subject, lo whom it was intimated that in the event of fature infringement of the law the Comtalte might have to fall back on its strict letter for the protection al subscribers.

The moment appears to my Committee to be peculiarly favourable for the negotiation of such a demand. The Chinese Government bave proved their incapacity to uphold the neatrally of any portion of the territory, and it is there fate imperative that any Chiness territory com- manding the approaches to the barbour of Hongkong should be placed in British hands.

This Chamber can fally endorse all that has been advanced in favour of the extension of the boundaries of the colony by the China Associa ton, the Navy League, and various officials, civil, naval, and military. It is of vital impor tance to the residents of all nationalities here engaged in commerce that that commerce should he secure from molestallon, and that the docks, backs, factories, and godowns in which they hold farge interests should not be at the mercy of a bombarding force. Where there is vast capital invested, the first element deiled is seenly from loss through sudden attack by an outside fae, and while there is good reason to hope for the continued preservation of peace, It would be more sallafactory to be assured that the wealth created here by commercial enter crise is not exposed to needless and avaldable dabest.

Mr. Harvey replied to Mr. Blake's remarka and spoke warmly of the way in which the honorary members had helped the mess. This had ever been the select mess of the garrison and they had not an honorary member on their list whom they were not proud to meet y brother and a gentleman. (Applause.)
