these' ports, although Admiral Dowey has not attempted to blockade any part other than Mans, and it is very doubtful whether he will attempt to extend the blockade for he has only small iquadron and the task of overthrowing Spanish rule in the capital of the Philippines bay yet to be accomplished. The principal sufferers (amongst foreigners) through the blockade of Manila are Bridsh subjects, and next in importance come the Germans, to whom the blockade is believed to be exceedingly distaste. fol. Now, it is laid down very clearly to all standard works on International Law that a blockade to be strictly legaland to merit recogal- ion by the Great Pawers must be effective. Is Admiral Dowey's blockade of the Phillapines effective ? Certainly not. Has blockading Manila only. If an argument be raised on the subject the explanation of the gallant Admhal would probably be to the effect that he has never evan threatened to blockade the Philippines ; ho threatened that falling compliance with the terms of ble ultimatum he would blockada Manila, and that is just what he is doing.

Mr. E. M. Hazeland of the F. W. D. produced plans of the ground for of No. a West Terrace. Cheng Sza bald that she was an smah in the employ of Mrs. Jegus, san. In No. 2 West TerraCO. They were sitting dawn and afterwards they get up and fought. Then Miss Glafira wept and her weeping drew the attention pi a girl who went out and saw the fighting. The girl called wiiness's mistress and they all went out to the verandab. The mistress went up to the defendant and spoke to him in Portuguese and then witness saw the defendant push the old lady who fell on a box.

Inspec'or Moffati deposed that on the oth Inst, at 7 45 1,mo, ko went to No. West Terrace and proceeded to the fint door. He there saw. the body of deceased lying on a bed. Dr. Jordan was there and he gave witness a report, Witness was banded a five câambered revolver

On Monday and Tuesday, the and and gui instant, the Banks were closed and so were all the business houses throughout the city, the bombardment being expected to com mence at sex moment, I think it probable the Banks would send away more treasure if they could get an opportunity to do so. It is, of course, not surprising that during crisis such as we are pasilag through the Banks should decline to accept deposits of treasure of any kind. They have probably already more than they care to hold, and it is well known that no special proteciton will be afforded them when the climax comes and the town is given up to pillage and bloodshed. I wonder the Banks didn't export the bulk of their bressare a month ago, I think it probabin that they have done so. but on the other hand it is, of course, no the cards that they hold a considerable amount at the present moment."
