MR. BALFOUR ON THE CHINA

QUESTION.

LONDON, April 6:b.

In the House of Commons yesterday, Mr. A. J. Balfour, Acting Secretary of Siste för Färeign Affilis, muda ble promised sixiement regarding the palley of the Government in the Far East and what came of it. Hastated that the let | possibility of submliting papers during the con- tinuance of negociations, combined with the extraordinary and uasccountshle paralysis of China, had provoked attacks upon the Govern. ment. Her Majesty's Ministers had, however, adhered sticly to the policy announced by him (Mr. Balfour) at Manchester on January rrik, He had stated on that occasion that Great Britain's fofereals in that quarter of the globe were of a commercial rather than of a territorial cha-] incter, and thei while the Government desir ed freedom of trade with China for the whole world, she would reslet all attempts on the part of other Powers to destroy what be described as an equality of opportunity to all countries. In pursuance of that policy Great Beltala had, raid Mr Balloor, already obtained great commgtelal, concessions. Ger. many's Interests he continued, were absolutely identical with those of Great Britain, while, with regard to Russia, the Goverment did not belleve that that country wasid in any way interfere with Britain's treaty sights, while her policy or raliway extension in Manchuria and of open ports was calculated to prove highly beat; ficial to commerce. If Rasala remained satisfied with the occupation of Chinese por's which were either ice boond or held under cordilens which reqal ed heedom of trade, ita balance of power would be undisturbed, Belleving that the occupation of Port Arthur by Russia would pravo a constant menace to Peklo, Lord Salisbury had offered that !! Russia would agree to nahitain from occupying that port, Great Britain would not seek to eccupy any port to the Gulf of Pe-chi-Il. Rasafe, however, related to #gree to this proposal, with the result that Grest Britain bad secured a lease of Wel-hai-wel on the same terms and conditions as those upon which Raisia had occupied Port Aribar. Re- garding the relative strategicni merits of Port Arthur and Wel-hai-wel. Mr. Balfour expressed the view that, although the latter possessed less natural strength, it was expable of ac- commodiing larger ships and larger Military and Naval force. Moreover by the Occupation of Wet-bal-wel by Great Biltala provented from the Gulf of Pe-chi-l! wAS falling under Russia's undispated dominatioa and control. In conclusion, Mr. Ballour sald the Government were hopeful of the Chinese Empire beleg spreed to universal trade, and that Great Britain would miili mulatain a real suxerataty over the country. Failing this, the Powers, commercially interested, might, con- cluded Mr. Billoar, ba counted upon to consti- fute an alliance which would prevent China from falling a prey to the exclusive Interests of any Power. At the conclusion of his volumlaous statement Mr. Ballour was greeted with loud

Sir William Harcon, the leader of the Op. position, replaying so Mr. Ballour's statement regarding affairs in Eastern Asia, declared that the Government had abandoned its policy of equality of opportually' in favour of one of *tival occupation.

Mr. G. N. Carzon, Under-Secretary of State for Foreign Affairs, wald that Wel-hal-wol was a favourable port for observation, and that, there. fore, Its occupation would fxcilliate the policy of the open door,
