NOTES AND COMMENTS.

To-day we have momentous news from the north-news which we should be glad to belleve, though a long list of dismal disappointments has taught us to disbelieve In any alleged decisive action of Great Britain. From the first, we have expected England to do nothing; it is a proverb In the land, that "England expects every man to do his duty," but nothing is sald about every man expecting England to do her duty! So, we have had a settled conviction that England would do no- thing, that Russia and France would do museukilaaja-niluaðər” everybody else. was sure there would be war unless France and Russia would withdraw their de- mands. While others have shrieked wildly about war, and mobilisation, and special service squadrons, and clearing for action, we have persistently refused to believe there was anything at the back of all the bluster. As wefsald, we would like to see Britain assert herself a little, but we will believe it when we see it. (As we go to press, a wire comes from Canton, that fighting is already reported. We feel zure Canton has been misinformed.)

It is reported here that Russia, with Britain's approval, has undertaken to give Japan a free hand in Korea; also it is rumoured that Britain intends to take possession of the Chusan Islands, and establish and fortify a coaling station there.
