According to the Return the total number of cases up to the rath February amounted to only 16. For the week ending rgib February 0 cases were recorded, then for the week ending zuth February the total jumped to 46, and 11 may be assumed it was on account of this increase that the Strafts Government became alarmed. The reason, however, for this sudden augmentation la not far toseek. The Races occurred during the week, in question, when it will be remembered that unusually large numbers of Chinese poured to the Colony from Cautor. During the ensuing week the number of over declined to 22, and since then there has been a further decrease.

As regards the interference on the psi of the Fa Chuan Magistrate with the sale of coal to Mr. Watts, I am as yet without any explana. 1lon from the Vienoy. I have several 'iinses requested him to call in the Fa Chuen Magia trale for a report, and in reply log to me on the last occasion the Viceroy, stated that he had directed the Magistrate to submit an explanation within three days of the receipt of his festiuc tions.

The pe- riod during which the cases rose in 46 was the week when the Annual Races were held, on which occasion there was a large influx of Tititore from China, who are believed to have brought the disease with them. My Committee therefore felt fantified in asking Your Chamber to take up the question, and, in the light of the above facts, to urge the Straits Government to remove the quarantine declared against vonials with Chiarne passengers arriving from Hongkong, which not only causes delay to the general trade but has a tendency to direct the native passenger traffic into others than the accustomed channels,
