OF THE D. S. NAVF.
The Board of Naval Officers appointed by the Scy of the Nary to derive some plan for the reorganization of the personnel of the Day has concluded lie labor and submitted its report, The recommendations are, as far as they go, rá dical enough, and the fact that an addlilonal an- nust expense of 1900 000 goes with the proposed reorganization plan is likely to defeat the entire scheme. Briefly explained, the engineer corps will cease to exist as a separate organisation, and In the course of a few years its funcitons will be performed by line officers. This plan dir.ores of the thirly-year fight between the line and on- gineer corps, but leaves several other corps' troubles s'il unsettled. These are the medical staff, the constructors, the civil engineers, the pay and the marine corps. It was at first intended to recommend the abolition of the two latter, but fear that the entire reorganlzt'lon scheme might be jeopardized caused the board to leave these recommendations out-for the tima belog, Ind! cations point, however, to the shaiitten of the Ply and marine corps in the near future, so far
