Thebla MELBOURNE, February 1st. The Federal Convention had as its principal subject of discussion yesterday the control of the rivers, upon which there was a long debate, without any conclusion being arrived at.

West River Regulations contain clauses in one part that are practically nullified by rules la an- other part; en masse they present such shopeless jumble of contradictory roles and superfidaus verbiage that it really seems doubifol whether the framers of them can possibly comprehend their true and legal purport. Let me now draw attention to some of the objectionable clauses of these Regulations: We read that:
"All vessels about to proceed up the River feem these (Hongkong, etc.) (c) must either enter by Wongmoon or Motorcon (" Broadway "), (sf) Entering by Wargmoon, they must take the Kerr Channel' and Junciton Channel and pass into the West River at Fist Cliffs. These are the only rostes permitted on the voyage la- wards or outwards from the sea direct,"
These, then, are the only routes that for- eign, con-Chinese, vessels bolding oational or colonial Registers are allowed to use on the voyage to and from Hongkong and West River ports.
There are other channels, but the Customs department prevents them using other routes. The Winamoin channel is, I under stand, a very good one, but it is ordained that
