THE CHINESE LOAN RUMOURS.

OLIVERS FRÆKHOLD MINES, LTD.;

The General Mana:ers, Metire. John D. Humphrey & Son have received the following report from their mining maunger by sisamez Tsinan:-

Mount Macdonald,

26th January, 1898. Eureka Malo Shaft-Have cut chamber af 300 feet level. The reef was struck at a distance of zo leet from the shaft, 3 leet has been driven tato it without any indi-ations of being through It is of very promising appearance, solld hard store, showing gold to the naked eye. Will report more fully upon it when more' deve- loped and also ascertained, Staging is being carried on at back of 150 and 300 feet levels, where large bodies of őre era exposed.

Eureks & Shal-Tenders for sinking this shaft for.her depth of 167 fret were opened on the 20th lost, but although there were at the time a large number of men seeking employ mant the prices asked for the work were much above the estimated cost, consequently nane of the offers were accepted. The work will be carried on by day labour at an early date.

Freehold Battery-Owing to the very muddy water we were obliged to use to the bollers previous to the late rain we found that there was large accumulation of mad, which unless cleaned oat would endanger the safely of the To gusid against this it is was neces- bøller sary to stop for to hours, during which tima the Pellers were cleaned out and tested up to 75 ibs. hydraulic pressure, which is bighly satisfactory. Everything is to first class order and the battery is doing excellent work.

It will be well not to attach 100 much import. ance to the circumstantial remours which are being so freely circulated, to the effect that the aancial requirements of the Chinese Govern- ment are in de provided by the true of a loin for £15.000 coo under the guarantee of the Brah Government. It is quite true, of course, that guarantees of the klud have been given by this country in several toutances where politicat exigencies have appeared to be of sufficient im portance to justify acceptance of respon sibility for the interest and principal of the amounts Hoirowed part if the ot} ct of the lown In to secure political influencs, the gustee would, of course, provide a more efficacious means than if the money were advanced by privato.capitalḥata. In the latter case, of cours, It is the wellled policy of the Government not to faterfere in the event of default, whereas if the guarantee were given and a similar défault arte, the Government would be bound to faler. vene. It has to be borne in mind, however, that the fiscal conditions prevailing in the Chinese Empire are of an extraordinarily complicated character, and that it would be extremely difficals, without enitely remodelling the whole system of laternal taxeifen, to shinin any effec tive contrei aver the collection of such imposts as the land tax end líkin, which would presom. ably form the chief senilty for the pinjared loan. It may be doubted, 100, whether the central authority in Pekin has strength enough to stand up sgalost the intense opposition which would be raised by the provincial authorities to any snempt at more effective control in the collection of the Internal revenues. We do not say that difficulties of that kind are lesuperable, bat at the same time, it would be foolish to abut our eyes to the fact that difficulties exist, and that they are very great indeed, It may also be polated out that there ira centis incolatency In the position taken up by those who 1:0 mart argently advocating the form. On the one hand, they are fasiriing that our owo Government | should stand firmly upon treaty, sights, með permit ne foreign-Power to oblala in China pilvileges or trade facturies which are denied to usy while, on the other hand, they are advoost- - log the gustanice as the means of securing for this country quite a favoured posklon in Chins. In the present state of things it is hardly worth while to argue the matter al length, though it will be necessity to deal with it if the project takes shape. In the meanwhile, it is well that the points we have indicated should not be lost sight of.-Economist.

THE BONRAM ROAD IRON WORKS. TO THE EDITOR orten "Hovarono Tizmarápí."

Sin-Where the above-named read makes mesi a horse-she curve, near No. 3 Folice Station, there are some small ironworks be longing, I understand, to our Pabile Works Department.

This would be one of the most beautful par- Hans of the road were it not for these unsightly sheds. Apart, however, from their gila-ss, I would suggest that the locality seems singularly unsuitable on reversi accounts, chiefly the in |creased coat of carriage of the fron and other heavy materials needed in their operation, most of which must be brought from the harbour The removal of these sheds and heaps of 1:on pipes would greatly enhance the picturesque acis of that portion of Bonham road; and also the concrete pathway which now makes a dip and short cut for chairs might be ralsed and so tondered available for tickibis

IN ORIGINAL JURISDICTION. (Before His Lordship the Chief Justice Sir 7. W. Carrington, Kt. C.M.G.) February rotb.

GORHAM V, BEWMJAMIN, KELLY & POTTS. In this case the plastiff, Charles Leary Gor bem, is an assistant in the Office of the Pacific Mall Steamship Company, and the defendants, S. S. Berjimin, E, S. Kelly, and G. H. Potts, aharabinkers carrying on barloess in partnership in Hongkong. The plaintiff claims (1) that an account may be taken of all sales and purchases of shares by the defendants for the plaintiff as his brokers, and of all monies received and paid by the defendants for or on account of the plaintiff from the 1st April, 1896, to 15th March, 197, and (3) that the defendants may be ordered to pay to the plaintiff such amounts, if any, as upon the trking of such recount, shall be found to be due from the defendants to the plaintiff with interest on the several amounts from the dates when the same became respectively due and payable.

Mr. 1. J. Francis Q.C., and Mr. M. W. Slade (lastracted by Messrs. Wilkinson and Grist) sppeared for the plaintiff and Mr. W. V. Drummond and Mr. H. F. Pullock (instructed by Messrs. Johns:p, Stokes and Master) appoured for the defendente.

The enecal jurors were-Messrs. N. A. Siebs, H: H. Kirsch, J. Andrew, C. Anderson, I Thurborn, H. N. Mody, and W. Poste.

M. B Polishwila gave evidence as to hir dealings with the defendenta. He explained at great lergib various documents relating to his transselfa-s with the film. In 1895, as he twe tended doing business on a larger scale, Beni min asked him for a larger marglo' then he bad previously had with the firm, so he hand ed them an order ob the bark, whereby the firm should way foto the bank $19,000 for him and receive $31,000 worth of his shares from the Bank Trls would leave $12 0:0 margis, Since April 1896 he had not been asked to supply more margin his profits on shares had left him

• considerable margin in the hands of the defendant firm.

After every few wards of evidence there was an interval of ten minutes for dicuments to be passed round and carefully scrutinised by counsel and jury. The proceedings were as dail and miserable as the weather.

in reply to His Lordship, Mr. Drummond vald the defence intended to go into detall as to the extent of Mr. Polish wella's vaneral dealings with other brokers, so as to disprove the plainilg' suggen ton that Me, Pollshwalls had been meraly a "dummy" used by the defendant firm for their awa purposes.

His Lordship considered this' unnecessay; The relations of witacis with other brokers were not Impugned.

Witness showed a bundle of dosúments show. Ing that he had dealt with almost every broker la Hongkong,

After a long, woutcome examination of the | wliness, about 4 p.m. a huge bundle of docu- ments appeared in evidence. The witness det- cribed them, and His Lordship ssked "Gentle. men of the Jaty, do you wish to tospect these?"

STEAM-FREIGHTS:-Avto chartering opera- tions from Saigon to this port business kas heen done on a comparatively small scale only, though At gradually hardening rates, the closing quota- ifon being 18 to 184 cents per pical for medium sized steamery. The bulk of the business has so far been done by the boals under time charter (some of the rob charters being mentioned in inbjoined list) and only a few ouïside steame? have chipped in, but the demand is likely to assume larger dimensions era long and large carriers may then also ba wanted. Soppiles of grain at Saigon bare been fair for the season, some 35/40,000 plculs arriving daily, bat apart from shipments to Europe, & consi- derable portion of these supplies is wanted to fi'l existing contracts for Japan and of the ship- ments to Hongkong, but tile is so far going on to Canton, largo quantities belog constantly transhipped to Japanese puts where the dersand continues strong us heretofore. In the event of the market at Canton also showing more signs of life, which is probably only a question of time, raies should farther advance as tonnage is scarce. Apart from fixtures previously reported, some fresh business bas come to pass from Salgon to Japan and even a couple of large carriers have been taken op, last rais paid belog 35 cents per picul for Kobe and 37 cents per picot for Yokohama.
