DELAYED DILAVERNS BY POST OFFICE. Hongkong Geness! Chamber of Commerce.

Hongkong, 28 January, 1898. Sir, I am directed by my Committee to call the attention of the Government to the unsails factory working of the Past Office Department, Complafata have reached this Chamber of great and apparently canselers delay in the deffrery of some at the malls and of the closing of others earlier than asual or than would appear to be necessary, to the serious faconvenience and lass of time to these engaged in business, Com plaints have also lately been made in the Press to the same effect, and my Comtaltize therefore beg leave to call the attention of the Goverd ment to this matter,

To give some cases in point. On the 4th inst, the M M. steamer Yarra, with the French mail from Europe, resched her buoy at 7 a.m. The delivery was announced to be begun at Boon, but the letters were not delivered until between I p.m. On the same day the M. M. steamer Salart, from Shanghai, anired and anchored at 2 pm. Her malls, however, werS not delivered until 7 p.m., and social hangs did not receive thele baga until after that hour.

It is particularly inconvo: lent for free clasing their mal's to Europe or America to be kept waiting for advices from the Narth, in some cases until a late hour, and even too late for the ou going mail, although it may be of great Ind- portance to them to save ft.

If the staff of the Post Office is inadequate for the work, and these late delays are the result of pressure, mp Committee beg respecially to suggest that it should be strengthened by the addition of extra sosters to provide for the con- Ingency of the arrival and departure of two mails on the same morning as is not infrequent- ly the case.

I am sivo instructed to bring to your notice the occitala character of the deliveries of local correspondenca. Letters posted for local de livery are often delayed an undue length of time and are frequently delivered at bosiders pre- mlser Instead of at the private houses to which they are actually addressed.

GORHAM V, BENJAMIN, KELLY & POTTS. To this case the plaintiff, Charles Leary Gore, bam, in an araistaut in the Office of the Pacific Mall Steamship Company, and 'the defendants, S. S. Henjamin, E. S. Kelly, and G. H. Potis, shartbrokers carrying on business in partnership in Hongkong. The plaintiff claims (1), that an account may be taken of all sales and purchases of shares by the defendants for the plaintiff as bis brokers, and of all montes received and paid by the defendants for or on account of the plaintiff from the rat Apell, 1896, to 15th March, 1897, and (3) that the defendants may be ordered to pay to the plaintiff such amounts, if any, as upon the taking of such account shall be found to be due from the defendants to the plaintiff with interest on the rererzi amounts from the dates when the same became respectively due and payable,

Mt. E. S. Kelly resumed his evidenco -to-day, Cross-examined by Mr. Francis, he said that the 150 Bank shares were sold for February He had no recollection whether the firm sold bank shares for Mr. Gorham for cash in Septem be. He said that Mr. Wicking told him to go to Mr. Gorham to look after his bank shares. When witness pui through the transaction of 150 bank shares about the end of November for dallvery in December Mr. Gorham was pressed by the bankı He could not recollect if his firm sold bank shares for cash for Mr. Gorham lá November.

On 8th September he purchased too Dock shares for Mr. Gorham He remembered for delivery in October.

Was a little trouble this because there over it. He sold them for a certain principal and after the sale the shares went up and the

His Lordship Erst of all dealt with the objec tion ratred by Me. Pollock that the plaintifs bad no authority to sue on behalf of the Jewish community, and alter commenting on the circumstances he said he held that the objection could not prevail. Referring to the evidence, His Lordship sold that it was, both orally and ́documentary, volamicous, and in a considerable camber of Instance there was a conflict of statement between witnesses on either side. although as a whole such conflict was confined to matters of minor importance. THE "ALGERINE" ACCIDENT. In reference to the special telegram which reached us on Tburaday night and was published on Filday, we now have the following paragraph from the Shanghat Mercury of the 718 Inst., which explains the accident; "H.M.S. Algerins, when coming down river a few days grounded on mudbank, getting off shortly afterwards, however. On Baturday fast while toring round at Ningpo she came in contact with a junk, smashing one of her boats and landing her dinghy on the bows of the native craft. This morning she went loto dock at Tangkadoo for an overhaul." This would make - it appear somewhat telesal; but as our corres- pondent telegraphy that the false keel and tarboard bilge keel are gone, and the port bilge heel damaged, and the repairs will cost 3000, It is to be concluded that the stranding was wetre than it seemed.
