BINDRANCES TO THE DEVELOP. MENT OF TRADE IN KWANG- TUNG AND KWANGSI.

And I am reliably in formed that although a few native merchants occasionally ship goed by foreign vessels, ye they ship ten times as much by Chinese vessels. Shortly after the West River was opened, in June last, special representations were made on behalf of the Farmer to the Viceroy. It was stated that owing to the change
that come over the course of trade in imporis con- sequent upon the opening the West River be (cho Farmer) was a heavy laser and the Viceroy was beseeched to decree that six more prefecteren be added to the Hit of districts in which the special tax could be levied. His Excellency would grant the prayer of the humble_palitioner then the latter would be able to give Tis, 200,000 per annum for the pilvilege for a peiled of 12 years. The Vicecoy agresd, a proclamation, was lasued with a great flourish at effcial trumpets, and in the month of October last six more pres factures, maklog the total mins, were brought under the banéful influence of this specially privileged tax-gatherer.
