THE LIGHT DUES.

The Harbour Master (Comdr. R. M. Rum- sey) moved that,-. All ships which enter the waters of the Colony, except Blish and Foreign are hereby, exempted, in whole or in part, shall Ships of War, and except such other ships as pay the following Duer, vis-One cent per ton. 2. Such duce shall be paid either at the time of satry or at the time of "clearance" 3: All steamers plying only between Hongkong and Canton, or Macao, or West River, which enter the wales of the Colony by day, and all Chinese Junks, are hereby, exempted from the payment of such Does. 4. All steamers plying only be- tween Hongkong and Caston, or Macao, or the West River, which enter the waters of the Colony by night, shall pay. as Duer, one-third of a cent per ton. This resolution, he said, would fix the rate from the tst January sext The subject bad received consider able attention lately and much had been written and spoken about it. He referred to the letter of the manager of the P. & O. Ca. to the Secretary of State for the Calories in which it was stated that the 5000,000 tons of shipping entering this port In 1895, would at the prestat rate produce #150,000. This was fasccurate and he sald that among other instances of 'incorrect in- formation was the petition forwarded to the Governor and signed by leading commerclai tamagat in it was that the asvation of ships for general terenue was opposed to the general principles of the leadlog commercial nati ns. He thought that the United States of America had = right to be considered a leading commercial nation and in 1885 they had levied a tax on abipping and applied it first to the exilection of the public debt, second to the cost of national defences, and third to public works, generally. He also quoted the figures relating to shipping dues in the United King- dom and said that in the four years after 1883 there was sufficient surplus raised to pay off £100,000. The most as manding instance of toaccuracy was the statement that of a cents per to shipping deterred veasais from coming here. The assertion was so atterly ridiculous that it was not worth his while tallest would be much more compli- Council's time for a minute to

mentary to the genilmen who signed the pet tion to think they had done so in Ignorance and that it was merely ruse to scare the government into their own way of thick tog. The largest ship en'ering this port would pay about £4. She would carry about 7.000 tons and at the present rate of freight she would earn 10,000. The average abip would pay $13 and the river steamers ourning nearly i militons would pay $1,500. They would make sesrly $600,000 with Chinone passengers and gay 16 per cent. It had become a sort of catchword amongst peaple ikat shipping was the life blend of the colony, but it was a miserably feeble amount of sustenance that the colony was deriving from Its Ilfe blood.

The Colonial Secretary seconded the mattor. The Hon. T.. H. Whitehead sald be bad

The Attorney-General in explaining the facts of the case to the Jury said that shortly after nightfall on 13th November, No. 17 Burd Street was the scene of one of those armed gang rob- beries which in former days the inhabitants of this colony were only too familiar with, He explained that Burd Street ran parallel to Bon- kam Strand and Jervois Street. ren between them and the 'crass streets which connected them were Claverly Street and Hüller Street and between the cross streels there was a space of 30 or 40 yards. No. 17 was on the north side of Burd Street and, the business carried on there was that of the Kwang Hop Yaen, medicine shop, of which Li Fong was the manager. At times there was a condderable sum of money in the shop and the robbers seemed to have been acquainted with the fact and in consequence they proceeded armed with sevolver a few minutes after g o'clock when the fokis had gone to bed. One of them remaloedneur the door and the others produced thalerevolversand terrorftel the master and the accountant sed niso the fokis who had been aroused. He thought that it was not Immaterial to this esse that two or three minutes before they went in, the fourth prisoner went in

to

buy some medleian oil. He submitted that that man was the advance agent to se that the scene of action was clear. They made the accountant give up the key of the sale and ransacked the place, inking possession of $107 in gold and money, a diamond ring and a silver watch and chain. They did not touch the stock but the reason why they did not get more plunder was owing to fortunate lacident. Wall the the robbers were collecting their plunder the master of the shop avalled himself of the opportunity, took off his slippers and ss quietly as he possibly cauld be crept up. stairs where he went through a window to the shop in Bonham Strand in the rear of ble own shop. He Informed the men that his shig was being robbed and district wachman and a private witchman blew their whistles and the robbers decamped. They all ran together along Bard Street towards Hilller Street. A distelet watchman pursued them and dovi mare of the are robbers fed two shots which did nos kali, the purener bat hit a poor Chinaman named Kung Fu, a worker in a carpenters' shop in Durd Street, The bullet got into the shoulder and passed through the upper portion of the heat and the Chindaman

aled shortly afterwards. He submitted that if 572 men committed an armed robbery and If dering the wobbery a shot was fired by any one of them and a person was killed, all the rabbers would be guilty of murder. He would go a step further and say that If five men to hellitate their ercape fired at their pur- sair bat misted and killed a bystander they were all guilty of murder. He could prova by the walchman that one or more of the five robbers Gred the two shots and it lt sailsfied the jury that gully of murder. He thought that after the jury this was so it was their duty to find the prisoners

had beard the evidence they would find that the first prisoner kert guird near the doorway of the - shop and at one time he directed the others to search the accountant's room, which would make one think bat he was the leader of the gang.
