THE ANTI-CHINESE SCARE IN
AMERICA
Some of the American papera 'seem deter- mined to agliate wgalest Chinese Immigration Bill Congress can be induced to pass a. now and more stringent Exclosion Act. Wa repest that it is no business of British officials to slop the Chlacza passenger trade of their own accord. It la solely the basiness of the United States | people, they choose, to wake their own laws for their own country, and see that their awa officials, at home and abroad, sse provided with power enough and use it as desired. As to the wisdom of keeping out the Chlorze, we consider they are making a great mistika, but they sie' fully entitled to make their own mistakes lo their own land--and in their own consulates all over the world. If the U. S. Government formally applies to the British Government for co-opera- tion, and supplies valid reasons for the same, then our officials can properly do whatever may be agreed on; but unțll then, it is a mistake for the Registrar-General of Hongkong to allow himself to be "rattled" by the tail-twisting priots of San Franclies, The Chronicia of November 4th retains to the charge, in the followleg terms
The danger of a flood of Chinese coolte im m'gration through the deket of the_trealy of 1894, which the Chronicla exposed and printed out just a month ago, has been acknowledged and confirmed by the Treasury Department.
Da September 30th forty-one Chinese, rimed with ceillfcates fiz ed by the Portuguese officials of the dependancy of Macae, were land- ed by the Collector of Costons at this port, acting under what he believed to be the im- perative requirements of the trexly and the law, The Chronicle pubil žed a full statement of the facts, with coples of the cenficates Issued, and by following the Chinesa themselves, proved that early all of them were, in fact, laborers and not merchants students, and that the use of these certificates opened the dɔs to unrestrict ed Immigration.

A few days later the Treasury Department sent a communication to the Collector, inclosing a copy of the Chronicle contalalog the article and asked bles to investigate the facts thesein set forth as to the character of the Chiners and their occupation, subsequent to their landing. This investigation was made by the Chinese Baremo, and all the allegations were tally con- firmed and so reported to the department, This report was submitted to the Soliclior of the She. Mr. E. M. In this opinion the views of Collector Jackson as to the provisions of the treaty and the law are fall, Indorsed, and his action sa to the land. Ing of these forty-one Chinese is approved, sad.xhiners of the breeze and at times there now becomes the rule to be applied in all similar cuses onill Congress of the tremly-msk ing power changes it by new enactments or new tresly, Menawhile there is nothing to pre- vent a fond of the most undesirable Chĺzeta Immigrants parlor lato this country, unless the State Department can persuade the foreign governmerts having Chinese dependencies to forbid their consolar and diplomatic' agents to Issue any more certificates of this kind.
For months Chinese have been coming from Hongkong and Canton, provided with certificates priated in Chinese and English and signed by the Registrar-General of Hongkong and the Commissioner of Customs at Canton. Blink certificats of this character are circulated in various parts of Chies by the Pacific Mall Steamship and o heestasmihip companies inter ested in the Oriental trade, as a means of securing business. When they are signed by the official Damed and vised by be United Stat ́s Conial They become prima facie evidence of the right of the Chinese tɔ whom they ste issued to land, whether the facts certified to are true or not, and there is no means of determining the facts at this prxcept by the statements of the Chinese thenics If they make no crnitary state- ments, but firm the averments certified to, they must be admitted, although the Collector of the Part may be orally certain they are not merchants or städen's, but que, la fact, mere laborer. Once landed they cannot be deported, no matter in what employment they engage.
But the danger of this direct emigration from Hongkong and Cantón is as nciblng to the dag- ger-fom Macao, which this loliful) Immigration of forty-one is made apparent. Magas la a Portuguese, deg¬ndency—one of the faw left to that tile kingdom out of the empire it possessed 200 years PRD. The officials there have no per. tic-lar reason for wanting to help the United States keep out the Chinese coolies, and every certificate fred means a fee to the official Iso- ing it. For any cureleuaness or even intentional errors of which they may tergellty they cannot be direly brld to account by the Government, and only indirectly if at all, through the round- about chaos els of diplomatic ergotiations with the home Gorerument of Portugal.

The drop-iccan was to the form of a capital sketch of Hongkong harbour with the Centurion and Alaertly as conspicuous and appropriate fca- tares. The cartala wis rang up at 9 o'clock and then the fun began, ibu rarkard file minstrels being neatly attired in red and white and the get up of the corner men (Poller and Kitchner, bosc: Ralph and Long, tamboa) being faultless and their trollking and "aldes " Irresistibly funny, while the language and gestures of all bands were kept well within the bounds of what our inimitable Colonial Secretary would call, "parliamentary proceedings."
