THE HONGKONG TELEGRAPH, SATURDAY, DECEMBER 4, 1897.
Mr. Dancan asked if the Branch'had made any special representations to the Central Leagua in London with referenca to the extension of the baundarles of the Colony ez the molsland slece the last polidal changes in the East. He thought our docks and coal depo on the Kow. loon side should be better profected then they are at present, and that their protection should not test entirely with the Fleet. In view of recent developments in this part of the world it appeared to him, and he believed to many others also, that it was a matter of great importance that our frontier stoold he extended for the purpose of affording proper prasection for our docks and coal depĉis,
The Chairman said that last year represents. tlons were madefand Mr. Cbater's letter on the. subject was sent tone, bat nothing had been done in regard to the recent statiilog.events.
Mr. Duncan intimated that he would more a resolution on the subject,

It may have other results. (applause.) That naval reviewis already proving stumbling block to the Navy League; already the Little Eaglanders as ratsing their beads and tauntingly asking, “Ara the jingdes | satisfied now ?" The answer from Leaguers must be, "No." unhesitatingly, most amphati- cally, "No." You bavo al! doubtless read to the October sumber of the League's journal that criticism of the Ballish Navy translated from La Masino Française" written on the Jublice review. There are two passages in it walshould ́euronally press on the attention of our country- men. They are: "I, however, insist on this point: The Brifs kNavy la unequal to the task which will fall upon it, sooner or later, under circumstances which no man can foresee, but which may any moment arise unexpectedly," And again: "I personally should have liked those foreign fleets to have bees present, that the English might have seen them and onder- stood what a menace bangs over their heads. Then the trua patriots would have realised that It was no line to slumber in idleness." That is Jost the potet. If the great multitude that shouted themselves hoarus tn'the Solent in Jude Just could be taught that in a score of dockyards from the Billie to the Mediterranean were lying deals numerically equal to ours, and that tens of thousands of men were working with feverish haste to release these feats till they were deemed e sllo our destruction, our tank would be over. We can afford no equality; until wa bave achieved absolute superiority to any com- bination, then the "Pax Britannica" is not, assured and our objects are not attained. Our fleet of battle-ships has not that one-third numerical superiority to the fleets of Russia and France laid down us, the very minimus of strength for our requirements by the Committee of Admirals to seal up all their battle-ablos in their parts and who shall say that it will be only France and Rossla we may have to reckon with? Our cruisers are not numerous enough to protect all our trade routes. France is out- stripping on to torpedo boats and destroyers, and building barides three 23-khot cruis-
