NOTES AND COMMENTS. The partition of China has for a long time been coming 'nearer and nearer, and It is not at all astonishing to learn that the recent outrages on Germans in China have precipitated a climax, Germany is not like England, in the habit of withdrawing when she has once set her foot down; and so, though we have acquired the China, we cannot but feel sure there is a serious and very real crisis impending: Let us frankly disbelieve as much as we reasonably can; still, Germany is quite certain to do something emphatic now. and the policy attributed to her in this very circumstantial rumour seems as likely as anything could be. She would be sure to look for the support of Russia and France, who got all the benefit from the 1895 deal. And if she gets their support now, they will want payment, so that a partition of China in some shape may be taken as a safely predicted as soon as the outrages became known, without walling for the seizure of Klaochao and the announce ment of a new Triple Alliance. The partition can be easily mapped-out as far as Russia and Germany are concerned, Russia of course takes a big plece in the north, and Germany takes the coaling station and adjacent territory.
