At' to-day's Council meeting, a report was presented, in which Sir J. CARRINGTON and Messrs. CHATEL and JACKSON recom mended certain increases in salaries of civil servants, and duly recognised that the increases would at once lead to further applications equally reasonable; while Mr. WHITEHEAD, who with the other gen- tlemen named had been on a committee to inquire into these applications, pre- sented a report in which he admitted the sau îne LỖióny could not afford to grant them.
