CHATEL and JACKSON recom mended certain increases in salaries of civil servants, and duly recognised that the increases would at once lead to further applications equally reasonable; while Mr. WHITEHEAD, who with the other gen- tlemen named had been on a committee to inquire into these applications, pre- sented a report in which he admitted the sau îne LỖióny could not afford to grant them.
