NOTES AND COMMENTS. The Rev. Mr. McCatas, an American missionary in Japan, refused to contribute to the Fourth of July Celebration, on the ground that it was against his principles to cherish the memories of national quarrels and bloody wars-a laudable sentiment in the abstract, though such celebrations are usually regarded (by their supporters) as vindication of right over wrong, and there fore worthy to be remembered by all friends of humanity. In his letter of re- fusal, however, Mr. McCALEB used such words as "My kingdom is not of this 'world," and "our cidzenship is in heaven," whereupon the Legatlon considered Itself relieved of the responsibility of issuing him a passport | This is no irreverent jest, but fact, as set forth in the Japan papers, There certainly is material for an interest- ing discussion, how far a man's religious convictions may exempt him from what ordinary political Economists would call his duty to his country. True, sub-at scribing for fireworks is hardly a duty; but the question may easily become more serious in certain well-defined contin- gencies.
