The Secretary of State, in giving sanction to the reduction of Light Dues to an amount commensurate with lighthouse re- quirements, was merely effecting a tardy fulfilment of an ancient contract; but the Hongkong Government thereby lost a source of revenue which it ought never to have had, but which It has grown into a habit of taking. Now, therefore, from the Government point of view, the way to meet this loss of revenue is to raise money in some other way. It never occurs to the Hongkong Government to dispense with any item of expenditure. The money has to be raised and will be raised, for the requirements are fixed by the law of the Medes and Persians which altereth not.
