There are three important coal mining dis trices in Hokkaido, namely, the mines of the Hokkaido Colllery and Rallway Company, and those of Iwanal and Kashiro, The output of the Colliery and Railway Company's mixes will, It is estimated, show an increase this year of be tween 160,000 and 170,000 tons over the ameantine, aller which, accompanied by Mr. A. R for last year, and the total output of the other Hakkalde mines is expected to total 640,000 tons, or about three times the output of 1895. The Iwanal mine ly worked by two capitalists or owners and its annual output is dat more than 20,000 tass. The output of the Kushiro mine is about 30000 tons & year. Hundreds of spectators were assembled and watched all with the keenest 155 interest. Punctually at the appointed time Sir Nicholas Hannen arrived on the ground and as received with a general salute by the whole Burkill, Chairman of the Municipal Consell, Colonel Browre, Commander Galloway, Fatem. holt, and Merry, and several of the Consular Body mad afficers of the men-of-war in port, he proceeded down the line and Inspected the men. his completed, the party task their position at the salating base, and the ceremony of trooping the colour commenced. Owing to various local circumstances, amongst which were want of from and the Impossibility of giving the men the requisite amount of practice, the elaborate Ceremony which obtains in the regular army had to be considerably modlied and abilåged ; bat Major Mackenzie, who arranged the details, certainly deserves to be congratulated on the result of his labours. The colous escort was formed by the left half of "A" Co. under Lleut. Gempert, with Lieat Whittall of 4C" Ca, setenant for the claur." On the command being given by the officer command- pr. the 'excert, which was in the centre of the line; moved out, and forming to the left, marched down the ground and received the olgur, and after boving saloted it by presenting arms, weID marched hark, headed by the drums and filer, and halled, frcing the centre of the line, when a general salute was given. This done, the colour and escort moved to the extreme right and the band playing "Troop," filed down the whole length of the line at slow life,
Modified as it was, it formed s_Imposing spectacle, and it sparks volumes for the valustees themselves 1 for thels officers that they were able to make so good a showing at Bach a purely ceremonial parade, after having only practised ! «nce.

THE FIRE BRIGADE REPORT. The following report of the Superintendent o! the Fire Brigade for 1896 was laid bafəre the Legislative Connell yesterday -
Fire Brigade Department,
Hongkong, gih February, 1897. S-I have the honour to submit the fallow. Ing report on the Government Fire Belgada for the year 1895.
-Commander Hastings was in charge al the trigade up to the 2nd April, Mr. Leikbridge had charge from that date will the 7th of October, when I returned off leave of absence.
3-There accorted 30 fires-lwo of which were la the harbour-and 54 incipient fires during the year. Detalls regarding each will be found in the annexed schedules. The estimated damage caused by the fires was $105,59; and by the locipient fires $1.586.
I also attach a list showing the number of fires that have occurred during each of the fast ten years with the estimated vaine of property destroyed in each case,
4-There has been a marked diminution in the number of fijes occurring on land since the third week in April last. Up to the sand April there were 14 res and slice that date there have been an equal number,
This is no doubt due to the action taken by the Fire Insurance Companies in instituting a tarlíf which came into force in April, and in- creasing the rates of premium; while the conviction for arson at the May Sesiloss of two Chiness partners in the shop No. 48. Praya West, and the heavy sentence of twelve yERTS
hard labour passed upon each, have evidently
had a salutary effeel la deterring others from Incendiarism.
three months of the year, from 5-Darlog January to March, the water in the mains was lurned off from 10 am to 6 a m. dally, except on an alarm of fire when it was turned on and used only till salt water was obtained.
|
6.-A lt of places where Fire Despatch Boxes xto kept, and of, private telephones to - which the Police have courteously beca granted access in the event of a fire, together with Mr. Kinghorn's report on the state of the engines, are attached.
7-With regard to the working of the Brigade Mr. E. Robinson (instructed by Mr. H. L.. of which I have now had four months' experi- Denbys) appeared for the apellants and Mesarence, I consider that while the personnel- J. J. Francis, Q C., and H. E. Pollock (instructed especially the European portion of It is good by Mr. G. C. C. Master) appeared for the ses the organisation is capable of improvement. pandants.
The very small number of men avaliable for duty at the first outbreak of a fre, and the want of the means of conveying rapidly to the scene of a fre the necessary appliances for extinguish. lng It, are the principal defects that I wish to remedy. Street coolles are relied on to drag the enrines and appliances at the Central Fire Station to a fire, and it depends almost entirely on the alacrity of these in offering themselves for hire whether the appliances will reach the fire in good time or otherwise,
