THE NAVY LEAGUE, TO THE KOTOR OF THE “Hanggona TerrazaJI," *

DEAR SIR-I enclose a pamphlet received by me from the Toronto Branch of the Navy Leane, and I should be glad if you would kindly publish the Memorial to the Governor- General of Canada, which is contained in that pamphlet, because it deals with mailers of considerable importance.

With regard to the 5th paragraph of the Memorial, 1 may mention that the sanction of the Naval Authoźliles has been already obisloed to the enrolment in Hongkong in the Royal Naval Reserve of seamon employed in subal- dised Merchant Cralussa, and also to the pay. ment in Hongkong of retainers dus to R.M.K. men who are serving in vessels registered in the Uclied Kingdom and trading entirely xbrand (see notice issued by Commodore Holland on The 26th March, 1897, pablished in the Govern mant Garaile of the 3rd April, 1897).

Yours faithfully,

HEKRY E. FOLLOCK,

Hon. Secretary, Navy League, Hongkong

Bracch. Hongkong, 15th June, 1897.

[Enclosure.]

The Toronto branch of the Navy League for- warded on the 14th December, 1896, to the Governor-General in Council the following memorial:

(1) The question of subsidizing steamship Ilaes between the Dominion of Canala and Gient Beliala is now under consideration.

(2) The shortage of men as a ressivo for the British Navy is receiving the serious attention of the British Government, and in cancecilon with that question it fa polated out that com petent authorities on Naval mailers are urging upon the English people the necessity for taking prompt and evin radical measures for increasing the Royal Naval Reserve and relorming the constitution thereof.
