LIGHT DUES.
In his despatch of the 17th March, published in the Garulls of the 8th May fast. Mr. CHAMBERLAIN expressed the op! nion that moderate dues might be properly levied on shipping in Hongkong provided the proceeds did not exceed the total expenditure on the Harbour Department Including lighthouses, Water Police, etc. He sanctioned the continuance for the current year of the 24 cents Light Dues, Imposed by the Governor on shipping, in order to avoid any dislocation of the year's finances, but he directed that the charge is to be reduced next year to such a rate as will with the other harbour receipts cover all harbour and lighthouse expenditure.
Since that despatch was received all the officials in the Colony have been busily employed in making out lists of Harbour Expenditure, and every department has been endeavouring to shew, on paper, that a very large percentage of its expen- & diture is really and truly attributable to
