The Horbour Master's annual report was laid before the Legislative Counell on Monday. In the course of it Captain Rumsey says:—

This, combined with keen competition, places tonnage at the disposal of shippers la excess of what is actually required, consequently vesselt cannot obinie fali cargoes and are glad to accept low rates of freight to fill up vacant space.

The record for the German flig in 1896 is serresented by an increase of 175 ships entering and clerin with a tonnige of 233,156 tons. A still larger increase is shown if the Chloese ships which salled under the German fag in 1805 were taken out of the comparison. These pre-amounted to ga entries and clearances of 97,914

But even those from whom this phrase falls most glibly have not attempted to explalo cisely what meaning they attach to it. Hong- kong is described by them as a "Free Port, and the Government is anathematized for des troying its freedom, yet there has been no proposal on the part of the Government to siter in principle the condition of things which has existed for the last quarter of a century,

A "Free Port" In the general acceptance of the term is, I venture to assert, a port where there is no Custom House and where goods are free from Customs duties and control.” Also in some cases 1! is applied to ports where ships are free and not subject to charger such as Light Dues, Tonnage Dass, &c. There is no Custom House at Hongkong and goods are free, but for the last 5 years Europeen shipping has been subject to a charge for light dues, and for go years cutive craft have been subject to port charges.

A large focrease in Chinese ships is also shown, viz., 225 ships entering and clearing of 253,711 tons, but when consideration is given the Chinese ships which appeared in 1895 under the British and German flags, 204 ships of 263 688, tons, this increase is more apparent than real.

Under the Japaness flug there is an increase aver 1295 of entries and clearances amounting to toy ships of 194,104 tons, made up principally of 16 vessels of the new lines to Europe, Australia, and elsewhere, which made during com. the years 71 entries and clearances, of blued tonnage of 119,846 fost. In 1875, when European shipping was first taxed by the impoil lon of light duce, the total entry had increased to 3.563 774 tons.

In 1890, when the rate of light dues was tncreased to 24 cents a ton, the tonnage entry bad reached 6,688,994, toca and last year it was 8,01.08< tons.

The total Increase under the foregoing is re duced by a falling off under the Daulah flag amounting to 78 entries and clearances of 27,573 tons, owing to the stranding of the 1s. Ativ and to the absence, on time charier, of the 1.5. Fraft, two" rouler customers.”

The net increase in foreign flags is thus brought to 435 entries and clearances with a tonage of 639,153 tons.

Taking entries and clearances together, we❘ get the following increases shown for 1896 over

1895 British, 59 per cent.; German, 23 per cent↑ Javanese, 19; per cent

apparent errors" in the returns forplshed in my The Chamber of Commerce noted "some last annual report, and they were apprehensive that these might prove "misleading", and the question arose in their mind whether it was worth while attempting to make the return at

all.

It is not surprising to know that "apparent errors" can be discovered in returns complied as these are. Indifferenc", want of knowledge, and commercial junlodsy, will probably always. milliate against accurate toformation belog supplied; but in order as far as possible to pre- vent the returns being "misleading" the sources of the information on which they depend are clearly stated. It rests, I think, to a great extent with those who are principally concerned with the correctness of the return, they possess the means for so doing, to assist in preventing the same from belog anything Icas than accurate; in the meanwhile there appears Do good reason for reilnguishing the attempt to present a return which, though not absolutely correct, is as nearly so as circumstances will permit, and which, as it stands, may be con- ildered a useful fadiesfion of the nature and volume of the trade of the colony,

We find that the total Import trade of 1896 was represented by 34,515 vessels aggregating 8,051,085 tons carrylog 5,118,903 tons of cargo, of which 3,193,503 tons were discharged in Hongkong.
