DELAYS IN POSTA' DELIVERIES AND INADIQUATE POSTAL ACCOMMODATION,
Acting on saggestion made by Messrs. Melchers & Co., The Committee in June last addressed the Government on the great incon. venience suffered by the mercantile community through the frequent delays in the delivery of the malls, and, having regard to the impossibility of effectively carrying on the service in the present inadequate building, urged the Govern- mest to proceed with the construction of a new Post Office. A reply was received stating that the question of the provision of a new Post Office, together with other Government hølidings, was under the consideration of the Serretary of State, but meantime the Gorernment were Considering the feasibilty of arranging for temporary additional "Recommedation for the Posial Department. This has since been effected by the conversion of a portion of the ground floor of the Supreme Court House into offices for The Registrations and Parcels Departments, much to the convenience of the public.

The desirability of securing a reduction in the local tariffs for telegrams has not been lost sight al by y ur Commitee, and in Jone last a letter war addressed to the Jalat Telegraph Companies reminding them of an Intimation given some time previously of a contemplated concession ir saics. THE HARBOUR MALTÉR'S TRADE STATISTICS.
Attention having been directed to certain inac- curacies in the statistics of Imports pubitshed in the Harbour Master's report for 1891, a letter was in August last addressed to the Government- calling attention to the fact, and suggesting the desirability of discontinuing returns which o long as they remain partial or defective arc necessarily able to mislead.
OPENING OF THE WET RIVER TO FOREIGN TRADE.
One great object for which bis Chimber has patiently and persistently laboured has at length opening up the inland waterways of South China in part been attained. The great importance of
histery, and, in pursuance of this design, in was recognised by this Chamber very early in 1870 11 despatched the then Secretary on a mission of exploration sa far as Nanning-la on the Wost fver. He returned with mach valuable information, subsequently embodied in

IN RE SUNDER SINGH AND HANNA SINGH. M. J. Francis. QC. (instructed by Mr. J. Hastings), appeared for appellants, who appealed against a committal to three months' 690.co hard labour made by the Acting Paisne Judge on Apill 12th for contempt of court in committing wilful and corrupt perjucy.
The Chief Justice, in delivering judgment, sald the committal was made under Section 23 of the Supreme Court Oidiaunce of 1873. The points had been raised on behalf of appellants, the first 395.13 being that there was not sufficient evidence to jastify the order of committal or, in other words, that the quantum of proof of perjury bad not heen supplied. Alter quoting Russell on Crime, 3,340.00 hs Lardship explained the law relating to 209.92 perjury, stating that the unsupported evidence of one witness was not sufficient on which 315 50

Your Committee at once took action, and tele graphed to the various Chambers in the Far East inviting their co-operation, following the cable messages up with letters, and on the 19th September, at special general meeting of members, passed resolations condemning the action of the Telegraph Companies to raising the rates as anjoatifible, regretting the sanction given by Her Meaty's Government to the Con vention which conferred an absciste monopoly on the Joint Companies, and pledging the Chamber, in the event of the companies sefosing to reduce these rates, to give its fallest support to any Company that, while providing an efficient service, will agree to charge moderate rates between the Far East and Europe and America. Copies of the report of the proceedings at that meating were forwarded to the local Goverment, the Foreign Office, the British Minister at Peking, the Telegraph Companies, the Chinn Association, to all the Chambers of Commerce In the Far East, India, Caylon, the principal Chambers in the United Kingdom, Canada, Australasia, the United States, Germany, France, and other continental countries, ten copies being alto
