THE HONGKONG TELEGRAPH, SATURDAY, APRIL 17, 1897.
A FAMILIAR figure about our streets is a wretched looking Chinaman, who is evidently demented. Often he is cleď in a few dirty rags that are not even apologies for clothing and his plight in one that should arouse the sympathy of the most callous. It is said that at one time he was saferably well off and that he lost his money by robbery, the loss turning his brain. The unfortunate creature is quite harmless, but surely it would be a charitable act if the authorities could provide some shelter or refuge for him, and prevent such a pitiable dally exhibition of adject ̧mistry in the siricis,
SEVERAL Interesting experiments have recently been carried out to Bombay by Baby Sham Chander Das, assistant to the Maharaj Kumar P. K. Tagore, who was sent across from Cal- cauta with the Maharaj Kumar's X raya spp. ratus with a view to testing the effect of the new raya apos plague patients. It was thought that these rays, which are destructive to small animal Hie, might prove efficacious in dealing with the
plague bacilius. Several patients were subjected to the rays, "which were kept on for half an hour, and the results have certainly been encouraging. RUSSIAN DESIGNS IN THE FAR EAST.
When Rusla's" Anlatio rallway plans are ladied from a commercial polat et view, the fature of England's trade with the Farther Kast
becomes very problematical,' It is now settled that the Tranr-Siberian lan will have a branch ja.. Into Korea and an extension of the main line
through Manchuria to the sexboard at Post Arthur and the bay of Tallen. The commercial effect of this will be to bring some of the richest Provinces of Chins, including that which contains Peklog, within the immediate sphere of Russian basiness enterprise. To var mind, this is much more of an object to the Tsar's Government than" the acquisition of an open port.
At the present lime most of China's Importa- tions are made in English beliams. What cotton goods shaibayr, her floor, oplets, oli, Irao, machinery and minor articles of trade are brought in by slow steamers, those which come
