SHANGHAI, April 9th. We are in a position to state that there is a material error in the public mind as to the rela- tions existing between the Consular "Body and the Municipal Cogecil, with reference to the adjustment of the Wheelbarrow Strike." It now appears that at the first meeing of the Consular Body Mr. E. A. Probst, the Chairman,
and Mr. E. F. Alford, the Vice-Chairman of the Municipal Counell, and the Commander of the Volunteer Force were present, and that at every subsequent meeting of the Consular Body the Chairman and the Vice-Chairman of the Muni-

A meeting of wheelbarrow beadmen was held outside the South Gato yesterday afternoon, at which over 500 barrowmen were present and about a deren headmen. The meeting was called to consider the report in the Shin-pas that the enhanced tax is to be imposed on the rot of May next, and the meeting decided to resist the Imposition,
The respectable Chinese in the Settlements, who are as much opposed to the stating as the foreigners are, are disgusted with the Council's backlog down to the wheelbarrow coolles, and they do not hesitate to say that it has gone far to Auuu! all the prestige that foreigners have gained in the fifty years' occupation of Shang hat-N C. The request for marines was soon her made in a letter, addressed by the Chairman of the Council to the Consuls, which letter was complied with, There was not the slightest manifestation of disposition on the part of any Consul not to fully support Major Mackenzie'sopiatoar, Atthis meet- ing the Senior Conant was directed to visit the Total ss was proper, and present to him the situation; and lo order to do so, the Copsalar Body adjourned to seven o'clock of the same day. Meeting, according to adjournment, there being present the Consals and the Chairman and the Vice-Chairman of the Council, the question was discussed of postponing the collection of the tax for a few months, in order, as the Total rabel ted, to give the coolles more time within which to prepare to pay it, as the coolies were poor, and that it could not be unjust or affect the principle to defer payment for a short time. Nothing was decided at the seven o'clock, meeting. On the following day there was another meeting the same officials being present, when it was agreed to give the indulgence asked
for; the Chairman and the Vice-Chairman of the Council, who, in the meantime had consulted with their colleagues, assenting, and all animessly agreeing to extend the requested "Indulgence. We are informed that there was no! note of discord beard not threat of any nature was made, and the report that the Consular Body, or any mamber of It present, Intimated a threat is wholly false, It is bet just to add that no agreement of any kind was reached unili the strikers bad b:en suppressed and driven to pinces of concealmen, mor, antil the Settlement was in the undisturbed possesion and control of the Volunteers and marines. There was not an enemy in sight when the joint action of the Consular and Municipal bedien was made known; and from the above facts there can be no doubt of entire accord between the Consuls and the Counelimen; and there should have been no mis tako as to who attended the several meetings, for they were held to the Shanghai Club, and the attendants went openly to the room set apart for the purpose. The last meeting was held in the hall of the Municipal Council, all of the Consols and the Councilmen being present, diting around the same table. No one objected of complained of any action taken. The utmost accord prevalled.—China Gazetis.

The "Wheelbarrow Polka," composed by the Total, under the inspiration of the wheelbarrow coolles, has been submitted to and approved by the Municipal Council and the Conmlar Body, and it has been handed to Chev, Vein to set his bandamco open in hopes that his sweet music will be more effective in indecing the victorious trundlers to keep to the "left" than the remon strances of the Police, who are now afraid to talk to a coolle without taking of thele hats.
The public will be glad to learn that It is proposed to form a company to bandie goods and merchandise in Shanghai on approved English and American lines, by means of trucks and drays, and thus to an extent relieve the mercantile class from the impositions of the wheelbarrow and hand cart coolies, The managers of this Company, who are Messrs. Waters & Co, will personally supervise all work, and will, thus be able to guarantee their now caused by the employment of ignorant and constituents against the loss and errors that are

You will be looking for some news about the prospects for tea to be made on Indian methods, but so little is known at present that I mast reserve the subject for another letter. THE DULLNESS OF LIFE
THE IMPERIAL POST.
While yielding to none to our admiration for the courage and ability which Sir Robert Hart Service, we must confess that there are many has shown in his organisation of the New Posial
points where, in our oplatan, great improvements
of the inspector-General and that we now havd have been maturing for many years in the mied could be made. We understand that the plans
the results of deliberate consideration. Bearing this in mind liseems facompatible with efficient
misunderstanding in regard in the relation af management that there should be the present
the new Post Office to the Postal Union. It bas been confidently asserted by 'some authorities that Chian was admitted to the Union last July, and the assertion has been a confidently denied by other authorities. The uncertalaty resulted in the necessly at farelgeers who live at the otporis being obliged during the first few days of the new service to pay domestic postage on their foreign letters, to Shangbai, and so to add the usual foreign postage stamps according to the country to which They were belog tent. Within a few days notices were circulated at the outporis saying that domestic postage to Shanghal was no longer Llie is dreadfully dull here for men of business stamps reed be added. This plan was s
required and that only the necessary foreiga at this time of the year and little better for the superseded by a general order from the Postal ladies. We bare certainly had a couple of good Department, printed in circular form, advising days' racing and an amateur dramatic perfor-that leuers for foreign countries must be paid mance this month, but these title breaks are for, at the office from which they were seni, in past, and we are left fat and depressed. The Imperial Chinare Post Office stamps according depression is natural enough after passing to the notices of the Post Office through which through two manthe of almost unbroken rainy they were to be forwarded, and that the office in weather.
Shanghai would, in exchange for these stamps, place the necessary foreign stampa upon them and forward them to their destination. Thus, within a month, three different plans were in vegue for handling foreign letters sent from the outports, while all the time the same old method obtained in Shanghai of the mall being sent from the usual Consular Past Offices. There rapid changes do not seem consistent with deliberate plass.

Probably the reason for thle confusion is that the service is being controlled by the existing agencies of the Customs rather than by having engaged an experienced Manager from some foreign country. When Japan Inaugurated her present postal system she engaged a competent Manager who had grown up in the postal service of a friendly country and was able to organise an efficient service from the very commencement rangements had been made and thus confasten of the work, Nothing was done until all at St. John's Cathedral-Holy Communion 8.s.ui.

In the new Chloese service, the loangaration seems to have been made before adequate arrangements had bean complated eliber to meet the needs of foreigners or allay the prejudice of the native "post-offices. While we cannot sympathize with much thathas been wiltten in condemnation of the new service, we cannot but acknowledge that there seem to have been many grievancer, especially st distani Chungking, which could have been avoided under proper managersent. It anoms, passing strange that in an Imperial Chinese Post Office, Chloese letters from native agencies should be cattled in sealed bags at parcel rates of ten cente for the Grat pound and five cents for each additional pound, while foraign fetters should bo obliged 好 pay letter
rates of two cents for each quarter ounce ! This is a real injustice, as it makes an unreasonable distinction between Chinese and foreign letters. It is inexcusable that discretion in dealing with

secure the highest saccess of this landable enterprise,
The future of the new Port Office cas only be conjectured. It is plainly evident that some.
the service to all parts of the Empire, Ai the existing native agencies and in extending present only the foreign ports and one inland city, Nanking, with three lowns on the Peking-Klachta line, are reached, Even in the ports and in our own clly the native agencies carry on their business as of old, with the able exception that the Imperial Post Offico conveys their mall from one port to another and collects charges from them for steamor hire Instead of their being obliged to pay, as previously directly to the compradores of the various ships. Something ought to be done at once to make over the business and staffs of there native agencies, at least in all the foreign parts. If the Post Office Apr, is really Insperial it ought to be able to come. mand enough power to control all portal esatters in- the places which it reaches.
