YACHTING.

MEITING OF THE YACHT CLUB, We hear that a special meeting of the mem bers of the Royal Hongkong Yacht Club was held yesterday afterne on to discuss a requisition for a revisica of the rales governing the division of fees and the distribution and purchase of prizes. Mr. F. H. May presided and there was a goed attendance and an interesting debats. It seme that the first-raters have an advantage over the other classes, getting abeat a per tent, while the smaller boate get the balance only, and the object of those who caused the meeting to be convened was to bring about * more even division of the prfara. An får as we can gather the "mall hy" galced their polut and then to show that there was ro Il-feeling and that they were not "pot hunting," they immediately clubbed together to provide tha cost of a $50 cup to be competed for by the owners of the large yachts, and with that object in view the following letter was forwarded to the Hon. Secretary of the Royal Hongkong Yacht

LONDON, February 12th, The following copy of correspondence bas been sent to the Shipowatia' Associations of the United Kingdom :-

Shipownen Perllementery.Committee,

January 27th, 1897, The Right Hon. C. T. Ritchie, MP.,

President of the Board of Trade, etc.

Sm,-1 am directed by this Committee (which presents mine-tenths of ibe tonnage el the United Kingdom) to respectfully ask that you would be so goed as to receive a deputation of British Shipowners, who wish to represent ito you

(1). The injustice of making the Ship- owners pay for lighting the coast.

(a). The injustice of making the Ship owners pay for the Government Inspection of the Shipping Industry, and

(1). That the Board of Trade cannot meet the Shipowners' view, with reference to the first two points, it should at once take steps to give effect by legislative enzetmani to the recent report of the Departmental Committee ofthe Board of Trade, which bas been inquiring into the financial state of the Mercantile Marine Fund and the Incidence and Application of Light Dues.

As many of the gentlemen who would com pose the proposed deputation reside in the out- polls, in would be a great convenience If you would be so kind as to give me at least fourteen days' notice of any date which you may select upon which to receive the deputation,

I have the honour to be, Sir,

As will be seen by an advertisement in thla Issue, efforia are being made to start a Cycling Club. Such Club should be productive of benefit to its members to many ways and result In encourrgement to cyclists to improve their knowledge of the art of cycling and the promo- tion al some interesting races and competitions. Cycling Clubs are flourishing conceras in most parte of the world, and as there are upwards of 100 cyclists in the colony the present movement should meet with cordial support by wheelmen generally. We hope to hear soon that the Hongkong Cycling Club is un fall accompli

That the bicycle craze bas "caught on Inledge receipt of your letter of the 27th ultimo, Hongkong there can be po shadow of doubt. Almost every afternoon stald and sober busfness men may be seen approaching Fedder's Wharf and leading their iron steeds, which they have not yet acquired the courage to mount in Hong. keng. Robinson Road, Kowloon, appears to be the favourite training ground for these elderly cyclists and it is no uncommon sight to see one madly careering down the southern end of the road or carefully picking himself and his machine out of the gutter. We would suggest the placing of an extra policeman on the road to prevent the gutters or trees from being damaged by collisions!

FOOTBALL.

In connection with the Hongkong Football Competition a grand stand is being erected oa the ground of the H.K.F.C. at Happy Valley in readiness for the final match between the Centurion's team and Kowloon, for the Challengs Sbleld, to be played next Saturday at 4 pm. An admission fee of foʻrents will be charged, and ladies will be admitted free. Any balance over the cost of the structura will be devoted to the Shield Fund. After the match the Shield and 11 gold medals will be presented to the winning team by Mrs. J. H. Stewart Lockhart,

conveying a requcit from the Shipowners' Far.... Hamentary Committee that be 'should, receive a deputation in regard to cestalo matters affecting the taxation of shipping.

In reply, I am to say that the suggestion that shipowners should not maintain the lighting of the coast has not infrequently been made before and is one that the President can hold out no hope of being able to support.

The question of charging shipowners with the. cost of Government Inspection of the shipping industry was brought before the Mercantile Marine Fund Committee, who stated in their report that they saw no Iniquity. In the existing arrangement, and pointed out that the ultimate burden falls on those for whom the merchant fleet is maintained.

As regards the question of introducing legiala- ton to give effect to the recommendations of the Commitles I have named, I am to say that these have been and are still receiving Mr. Ritchie's careful consideration with a view to seelug whether'snd, If so, to what extent it is desirable to introduce legislation.

In these circumstances the President thinks that no useful purpose would be served by bla receiving a deputation, and he regrets that he is accordingly anable to accede to the request of your Committee.
