THE RUSSO"CHINESE RAILWAY.

ST. PETZASTURO, February xaib. A commission of engineers now holding sittings at St. Petersburg for the purpose of discussing technical questions concerning the construction of the Manchurian Railway under the presidency of the chief engineer, M. Yago- vlich, will icare St. Petersburg for Manchuria about the middle of March. "The rest of the year will be spent in completing surveys. There will be considerable work iin tunnelling at both ends of the line, especially on the eastern section towards its junction with the Usurf branch of the Siberian Railway. Although the arifeles of association fix next August as the latest time for beginning work, the actual construction of the line is not likely to be commenced before 1898.

The Eastern Chinese Railway Company as contracting for about 15,000 tons of sails annually during six years, and will probably order several steamboats and a large number of barges for the river Sungai The Increased number of boats belonging to the two Amur steamship companies are still unable to cope with all the demands created by the new altation. The Sungari, if not too shallow for heavy gords, would be the best channel for transporting rallway material from the Amur an to the route of the line through Manchuris. We hope there is sufficient backbone in the British representa tive at the Count of Peking to see the speedy seitlement of the question, and that so, shilly- shally policy is to ob'ain in fatare. At last, it would seem, modern civiliand ways are in the ascendant and the Tang Wah is following in the liberal lines laid down in the Chinese Hospital in Macao by admitting a countryman of their own trained in medical and surgery to practice within its walls.
